VIETNAM: APPROVING TECHNICAL REGULATION ON SPECIFIC ABSORPTION RATES FOR MOBILE PHONES AND RADIO EQUIPMENT

On 31 December 2024, Vietnam’s Ministry of Information and Communications has enacted Circular No. 19/2024/TT-BTTTT, introducing the National Technical Regulation QCVN 134:2024/BTTTT to govern specific absorption rates (SAR) for mobile phones and radio equipment.

Scope:

The regulation applies to devices with output power exceeding 20 mW that operate within 200 mm of the human body. Products covered under HS codes listed in Appendix A must comply immediately, while unlisted devices may face future inclusion.

Key Requirements:

SAR Limits:

• Head/Body: ≤2 W/kg averaged over 10g of tissue.
• Trunk: ≤4 W/kg averaged over 10g of tissue.

• Frequency Range: 30 MHz to 6 GHz.
• Testing Protocols: SAR measurements must align with IEC 62209-1528:2020, including rapid testing methods.

Compliance:

• Applies to manufacturers, importers, distributors, and operators in Vietnam.
• Conformity certification follows Methods 1, 5, and 7 outlined in Circular No. 28/2012/TT-BKHCN (as amended).

Labeling and testing must adhere to:

• Standards for test equipment.
• Reporting formats for results and measurement uncertainty.
• Flowcharts for testing procedures (detailed in annexes).

Non-compliance may result in penalties under Vietnamese telecommunications laws.
