What Is the California Low Carbon Fuel Standard Program? 

The Low Carbon Fuels Standards is a regulatory program established by the California Air Resources Board (CARB) LCFS program to reduce greenhouse gas (GHG) emissions from the transportation sector. Introduced in 2007 and implemented in 2011, the LCFS is designed to lower the carbon intensity (CI) of transportation fuels used in California. The program incentivizes the adoption of low carbon fuels, such as renewable natural gas (RNG), electricity, hydrogen, and advanced biofuels.

HOW DOES LCFS WORK?

Under the LCFS, each transportation fuel is assigned a Carbon Intensity (CI) score, based on a full life cycle assessment of GHG emissions. This includes emissions from production, processing, transport, and final use. 

  • Fuels with CI scores below the benchmark generate credits
  • Fuels with CI scores above the benchmark generate deficits

Both are measured in metric tons of CO₂ equivalent. Companies can trade credits to comply with LCFS obligations, creating a market-based mechanism for reducing transportation emissions.

  • What​ types of fuels​qualify under the LCFS program? ​

    Typical fuels include biomassbased diesel/renewable diesel, renewablenatural gas (RNG)/biogas, electricity for transportationhydrogenpropane, and other alternative fuelsthat are supplied for use in California transportation.

  • Who needs LCFS verification services?

    Entities that are fuel pathway applicants and fuel producers (biofuel, RNG, renewable diesel, etc.), obligated parties that report fuel transactions, and entities preparing Fuel Pathway Reports, Quarterly Fuel Transaction Reports, and Annual Crude Reports. 

  • What are LCFS credits and how are they traded?

    An LCFS credit represents one metric ton of CO2e avoided relative to the regulatory carbon intensity (CI) benchmark; fuels with CI below the benchmark generate credits while higher‑CI fuels create deficits. 

    Credits are issued and tracked in CARB’s credit ledger and can be banked, transferred, or retired to meet compliance obligations. Trading occurs largely over‑the‑counter through brokers and counterparties.

  • Why is biogas a strong option for LCFS credits?

    Biogas converted to renewable natural gas typically produces very low lifecycle carbon intensity because it captures methane that would otherwise be emitted (landfills, dairies, food waste, wastewater), giving it large CI reductions per unit of fuel.
