TÜV SÜD is an accredited verification body for the California Low Carbon Fuel Standard (LCFS) program, providing expert support for businesses in the alternative fuels sector. With a deep understanding of biogas, biofuels and GHG emissions accounting, we help companies navigate LCFS compliance with confidence.
The Low Carbon Fuels Standards is a regulatory program established by the California Air Resources Board (CARB) LCFS program to reduce greenhouse gas (GHG) emissions from the transportation sector. Introduced in 2007 and implemented in 2011, the LCFS is designed to lower the carbon intensity (CI) of transportation fuels used in California. The program incentivizes the adoption of low carbon fuels, such as renewable natural gas (RNG), electricity, hydrogen, and advanced biofuels.
Under the LCFS, each transportation fuel is assigned a Carbon Intensity (CI) score, based on a full life cycle assessment of GHG emissions. This includes emissions from production, processing, transport, and final use.
Both are measured in metric tons of CO₂ equivalent. Companies can trade credits to comply with LCFS obligations, creating a market-based mechanism for reducing transportation emissions.
Formerly Ruby Canyon Environmental, our team has been involved with the California LCFS program since its inception. Today, as part of TÜV SÜD, we offer:
Our LCFS verification services include:

While TÜV SÜD's environmental team has years of experience with a variety of alternative transportation fuels, one specific area of expertise is biogas projects, which is a critical pathway under the California LCFS. With over a decade of experience, we’ve conducted more than 300 biogas capture projects at landfills, livestock operations and wastewater facilities. Our services cover every technical aspect required for a successful LCFS verification:

Typical fuels include biomass‑based diesel/renewable diesel, renewablenatural gas (RNG)/biogas, electricity for transportation, hydrogen, propane, and other alternative fuelsthat are supplied for use in California transportation.
Entities that are fuel pathway applicants and fuel producers (biofuel, RNG, renewable diesel, etc.), obligated parties that report fuel transactions, and entities preparing Fuel Pathway Reports, Quarterly Fuel Transaction Reports, and Annual Crude Reports.
An LCFS credit represents one metric ton of CO2e avoided relative to the regulatory carbon intensity (CI) benchmark; fuels with CI below the benchmark generate credits while higher‑CI fuels create deficits.
Credits are issued and tracked in CARB’s credit ledger and can be banked, transferred, or retired to meet compliance obligations. Trading occurs largely over‑the‑counter through brokers and counterparties.
We are accredited by CARB to provide validation and verification services needed for LCFS and related compliance/offset programs.
Biogas converted to renewable natural gas typically produces very low lifecycle carbon intensity because it captures methane that would otherwise be emitted (landfills, dairies, food waste, wastewater), giving it large CI reductions per unit of fuel.
TÜV SÜD combines accredited LCFS/GHG verification capabilities with experienced biogas and biofuel staff, bringing over a decade of experience completing these services.
We have ICAO-approved verifiers for airline reporting verifications under CORSIA as well as accredited verifiers for the Airport Carbon Accreditation program.
