What does the standard SCP cover?

The standard SCP defines the requirements for a certifiable occupational health and safety (OH&S) management system of a professional employer organization. Certification according to SCP (Safety Certificate for Professional Employer Organization) includes special safety, health and environmental protection (abbrev. SHE) requirements for professional employer organizations. These requirements include, but are not limited to:

  • The organization has established a suitable SHE management system, which includes mechanisms for organizing SHE in the organization, hazard assessment, communication with customers (in particular in the case of companies borrowing employees for operational activities), self-assessment of SHE performance (in particular in the case of accidents, near misses and unsafe situations), prevention and correction of accidents and diseases and the continuous improvement of the organization's SHE performance.
  • The organization analyses and considers the SHE requirements of its customers and the requirements of the applicable codes and standards.
  • The certified organization defines the processes, roles and responsibilities required to ensure SHE and ensures regular surveillance to meet the specific SCP requirements of the standard, legal requirements and requirements of the German Institutions for Statutory Accident Insurance and Prevention, and customer- and industry-specific SHE requirements.
  • Certification according to SCP is only applied to temporary employment agencies (“professional employer organizations”); in Germany these companies are governed by the Personnel Leasing Act (Arbeitnehmerüberlassungsgesetz, AÜG).
