法案將自2026年5月25日起正式生效，並適用於所有進口至巴西的電信與射頻設備。
Brazil: ANATEL Issues Act No. 18086 to Update Import Rules for Telecommunications Equipment
On November 25, 2025, the National Telecommunications Agency of Brazil (ANATEL) issued Act No. 18086, introducing updates to import procedures for telecommunications equipment. The new regulations clarify and reinforce the handling of both certification samples and commercial imports.
Key highlights are as follows:
- Stricter control on test samples: Only the quantity needed for testing is permitted. A formal service agreement must be signed, clearly identifying the product model, quantity, and manufacturer.
- Customs clearance required for samples: Samples must undergo inspection by ANATEL and Brazilian Customs, even if shipped via courier or post.
- Approved products must be imported by the certificate holder or their legal representative only.
- The certification number must be included in the “Additional Information” field of import documents.
- Labeling requirement: Each imported unit must be labeled with the ANATEL certification mark in accordance with applicable regulations.
The act will take effect on May 25, 2026, and applies to all telecom and RF equipment imported into Brazil.
