Regulations

• Energy Efficiency requirements are mandatory in Belarus depending on the product categories. This is regulated by the Resolution of the Council of Ministers of Republic of Belarus No.: 849 dated 21 October 2016.
• Conformity approval (Belarus Certificate/Declaration) in accordance with Belarus Energy Efficiency requirements which is issued by an accredited Belarus Certification Body is compulsory.

Guidelines

A registration certificate will be issued upon submission of a satisfactory registration dossier.

Applicable product categories

Energy Efficiency Certification: 

• Domestic ovens, hobs and range hoods
• External power supplies
• Fluorescent lamps without integrated ballast, high intensity discharge lamps, ballasts and lamps for such lamps
• Household air conditioners and fans
• Household dishwashing machines
• Household refrigerating devices
• Household washing machines
• Non-directional household lamps
• Single speed, three-phase, squirrel cage induction motors

Energy Efficiency Declaration:
From 1 September 2017

• Single-speed asynchronous (induction) three-phase electric motors.

Regulations

• Radio/Telecom requirements are mandatory in Belarus depending on the product category. Belarus enforced updated Radio/Telecom requirements from 01.01.2019 with new Radio/Telecom Technical Regulation TR 2018/024/BY “Technical Regulation of the Republic of Belarus: Telecommunication Facilities: Safety. TR 2018/024/BY”
• Conformity approval (Belarus Certificate/Declaration) in accordance with Belarus Telecom requirements which is issued by an accredited Belarus Certification Body is compulsory.
• Products to be approved with the TR/2018/024/BY need to be marked with TR BY mark.

Guidelines

Certification process:

• Submission of application.
• Product testing in an accredited test laboratory in Belarus.
• Submission of test report and essential documents.
• Obtain certification.
• Factory inspection must be held by the Belarus Notified Certification Body (NCB) experts for the purpose of Belarus Certificate.

Applicable product categories

List of products which need certification:

• Telecommunication devices functioning as data transmitting systems
• Telecommunication devices functioning as digital transport systems
• Telecommunication devices functioning as switching and service management systems
• Telecommunication devices functioning as digital TV-radio signals generator, encoder, decoder, multiplexer, converter, transmitter and receiver

List of products which need the Declaration of Conformity:

• Broadband wireless access equipment, including radio modules incorporated in other equipment
• Communications electronics
• Document electric communication terminals (DECT), including those incorporated in any other equipment, fax machines, fax boards
• End-user terminals for mobile cell systems including radio modules incorporated in other equipment
• Radio equipment of DECT standard, including radio modules incorporated in other devices
• Signal converters for data transfer via switched channels and unswitched signalling channels, including those incorporated in any other equipment, modems, fax-modems
• Subscription stations
• Telecommunication devices functioning as digital transport systems
• Telecommunication devices functioning as switching and service management systems
• Telecommunication devices used for subscriber access networking
• Telephone receivers of all types, coin telephones and other appliances, which can be connected to subscriber loops, and functioning via dialing number and transmitting and receiving voice messages
