Complying to LTA regulation in Singapore
In the first half of 2019, there has been 54 fires caused by PMDs and power-assisted bicycles which is double the figure reported in the same period last year. (Source: Channel News Asia) It had become a concern that many motorised PMDs in Singapore are not in compliance with any reliable safety standards.
Due to these trends, Land Transport Authority (LTA) has determined that the adoption of a safety standard is required to ensure the safe use of motorised PMDs. The UL2272 standard is chosen by LTA to be most suitable for common types of motorised PMDs used in Singapore, such as electric scooters (e-scooters), self-balancing hoverboards and electric unicycles.
TÜV SÜD PSB is accredited to certify PMDs to UL2272. Land Transport Authority (LTA) requires PMDs to be certified. We are the only organisation that could provide a one-stop service (testing and certification) in Singapore.
The evaluation tests for UL2272 that are broadly classified into 3 categories as follow:
1. Electrical tests
• Short Circuit
• Dielectric Voltage
• Isolation Resistance
• Imbalanced Charging
• Leakage current
• Ground continuity
2. Mechanical tests
• Mold Stress Relief
• Handle Loading
• Strain Relief
• Motor Overload
• Motor Locked Rotor
3. Environmental tests
• Water Exposure (IPX4 and Partial Immersion)
• Thermal Cycling
• Label Permanence
When the PMD is certified under the UL2272 standard by TÜV SÜD, the device will carry our certification label (as seen below). This label can be found underneath the footboard or footrest or on the side of the device.
Our laboratories are equipped with facilities to conduct tests across a broad spectrum of evaluations. The laboratories are equipped with numerous computerized environmental chambers, ovens, battery test systems, shock testers, vibration test systems which are catered for specialized testing requirements.
ACCREDITATION AND RECOGNITION
TÜV SÜD PSB has more than 40 years of experience in testing and product certification services. Its laboratories are accredited under the Singapore Accreditation Council - ISO/IEC 17065 and the Singapore Laboratory Accreditation Scheme (SINGLAS) - ISO/IEC 17025.
