The ENERGY STAR initiative is a voluntary testing and labelling program jointly operated by the United States’ Environmental Protection Agency and Department of Energy. ENERGY STAR encourages manufacturers of a wide range of technologies and electrical appliances to take energy efficiency into account when designing their products. An independent ENERGY STAR testing lab can certify your product as energy efficient in line with the initiative.
Update: On March 13, 2023, EPA announced to discontinue ENERGY STAR lighting program at the end of 2024, in response to Energy Independence and Security Act (EISA) legislation and market transformation. This change will impact lamps and luminaires effective at the end of 2024 and the certification process of new lamps and luminaires will stop in August, respectively in December 2023.
You can read their full announcement on the ENERGY STAR website. Nevertheless, the mandatory efficiency requirements from DOE and energy labelling requirements from FTC will continue for lamps.
