Singapore – TÜV SÜD A Reliance Pte Ltd, a member of the TÜV SÜD Group, has been successfully accredited by the Singapore Accreditation Council (SAC) under ISO/IEC 17020 – Inspection body: Requirements for the operation of various types of bodies performing inspection, covering management systems, lift assessments, and escalator assessments.
This accreditation demonstrates TÜV SÜD A‑Reliance’s technical competence, governance structure, quality assurance systems, and ability to deploy qualified professionals in accordance with international inspection standards. It also positions the firm to support upcoming regulatory changes for lift and escalator inspection and certification in Singapore.
Beginning in 2027, the Building and Construction Authority (BCA) will require lifts and escalators designed and installed in accordance with SS 550:2009 and SS 626:2017 or later to be inspected and certified only by licensed Lift and Escalator Certification Firms (LECFs). This marks a transition away from the existing individual Specialist Professional Engineer (SPE) regime for this category of installations.
As part of its preparation for the LECF framework, TÜV SÜD A‑Reliance submitted its application to the Singapore Accreditation Council to commence the ISO/IEC 17020 accreditation process, reinforcing its commitment to early readiness and regulatory compliance.
The LECF approach aligns with a broader firm‑based site supervision and inspection regime, which shifts accountability from individuals to organisations. Under this model, firms are responsible for:
- Corporate governance and regulatory compliance
- Competency development and deployment of qualified professionals
- Quality management systems and continuous improvement
- Compliance with approved plans, regulations, and safety standards
This regulatory shift aims to enhance governance, improve construction and inspection standards, and strengthen industry professionalism. BCA has introduced supporting guidance to facilitate the implementation of this regime.
