CHina: announcement no. 12, 2023 on management of compulsory product certification (ccc) labels and marks

On 10 August 2023, the Chinese Certification and Accreditation Administration published an announcement on the management of compulsory product certification certificates (CCC) and marks.
The announcement indicates the following changes to the compulsory product certification (CCC certification):
- CCC certification implements electronic certification certificates; paper certificate can also be issued in case client needs it. The valid paper certificates issued before can still be used, and they will be naturally transferred to electronic certificates through certificate modification, renewal, and etc. Paper certificates have equal effect as electronic certificates.
- The issuance and use of CCC certification certificates and marks shall comply with the annex of "Management Requirements for Compulsory Product Certification Certificates" and "Management Requirements for Compulsory Product Certification Marks".
The annexes outline the following provisions:
- Annex 1 stipulates the management requirements of CCC certificates. The certificates shall contain the following information: Certification certificate name; certificate number; certification commissioner name and address; producer name and address; production enterprise name and address; product name and product series, specifications, models; certification based on product standards and technical requirements; Certificate date and validity period; certificate query QR code; certification body information, etc.
- Annex 2 describes the use requirement of CCC mark which is sticker, moulded or printed on the packaging or outer surface of the commodity in a conspicuous manner. In addition to the physical label, electronic CCC marks can also be applicable for equipment with integrated screens and electronic nameplates.
The announcement enters into force on 1 January 2024 and will repeal Announcement No. 10, 2018.
