JANUARY 2024 - TOYS AND CHILDREN'S PRODUCTS
On 18 January 2024, the U.S. Consumer Product Safety Commission (CPSC) approved the revised ASTM F963-23 as the new federal toy safety standard. The direct final rule1 is effective on 20 April 2024, unless the CPSC receives significant adverse comments by 20 February 2024.
The direct final rule incorporates by reference ASTM F963-23 and updates the existing notice of requirements (NOR) on the criteria and the CPSC’s acceptance of accreditation of third-party conformity assessment bodies for testing toys to ASTM F963-23.
ASTM F963-23 became effective in October 20232 and features changes to technical requirements in areas such as acoustics, battery safety, and projectiles. It also clarifies phthalate limits, substrate material exemptions, and toy tracking labels and incorporates editorial changes.
