What is the CO₂ Performance Ladder? 

The CO₂ Performance Ladder, owned by SKAO, is a management and certification system that helps companies to: 

• Measure their greenhouse gas emissions 
• Reduce their carbon footprint 
• Prevent future emissions linked to their activities, projects, and supply chain 

Originally developed in the Netherlands, the Performance Ladder is increasingly used across European countries and has become a strategic tool for integrating sustainability into both public and private procurement. In practice, a certified company can gain a competitive advantage in tenders where sustainability and CO₂ reduction are valued.

The CO₂ Performance Ladder is structured into five certification levels: 

Level 1: Basic compliance and initial inventory of energy consumption. 

Level 2: Initial commitment towards measurable energy reduction. 

Level 3: Implementation of a structured carbon management system. 

Level 4: Integration of the value chain and suppliers in the process. 

Level 5: Climate leadership, innovation, and proven emission and energy reduction results. 

Each level provides greater recognition and increased advantages in public sector tenders.

• Obtain certification at the corresponding level.
