日本Japan：日本總務省修訂《無線電法實施條例》，簡化特定基站的許可流程

2025 年 9 月 1 日，日本總務省（MIC）對《無線電法實施條例》（1950 年第 14 號條例）及相關附屬法規進行修訂。

此次修正案旨在提升申請效率、簡化認證程序，並讓基站設置更具彈性以因應實際通信需求。符合特定條件的基站可納入許可範圍，並僅在許可資訊變更時需提出通知，無需重新申請。

修訂後，以下使用特定頻段的基站與陸地移動中繼站將納入適用範圍：

• 使用頻率 超過 2,330 MHz 但不超過 2,370 MHz 的基站或陸地移動中繼站
• 使用頻率 超過 3,400 MHz 但不超過 4,100 MHz 的基站，或使用頻率 超過 3,400 MHz 但不超過 3,600 MHz 的陸地移動中繼站
• 使用頻率 超過 27.0 GHz 但不超過 28.2 GHz，或超過 29.1 GHz 但不超過 29.5 GHz 的基站或陸地移動中繼站

本次修正案將自 2025 年 12 月 1 日起生效。

Japan: MIC Amends Radio Law Enforcement Regulations to Streamline Base Station Licensing

On September 1, 2025, the Ministry of Internal Affairs and Communications (MIC) of Japan issued amendments to the Radio Law Enforcement Regulations (Ordinance No. 14 of 1950) and related regulations.

The proposed changes aim to improve procedural efficiency, simplify the certification process, and allow more flexible deployment of base stations in response to communication demand.
Under the amendment, base stations that meet certain conditions will be eligible for licensing, with only a notification required in case of license modifications.

The revised regulation extends licensing coverage to base stations and land mobile relay stations operating within the following frequency ranges:

• Base stations or land mobile relay stations using radio waves above 2,330 MHz and up to 2,370 MHz
• Base stations using frequencies above 3,400 MHz and up to 4,100 MHz, or land mobile relay stations using above 3,400 MHz and up to 3,600 MHz
• Base stations or land mobile relay stations using frequencies above 27.0 GHz and up to 28.2 GHz, or above 29.1 GHz and up to 29.5 GHz

The amendment will come into effect on December 1, 2025.
