日本Japan： 修訂無線電相關法規，擴展FM廣播頻段至99MHz
2025年5月19日，日本總務省發布《無線電設備條例》及《特定無線電設備技術標準合格認證條例》等相關法規的修正案。
本次修訂的主要目的是解決現行FM頻段無法滿足的需求，包括：
- 建立FM中繼站以改善AM廣播接收品質不佳地區
- 確保災害期間的廣播不中斷
- 因AM廣播設施老化，逐步轉向FM廣播的需求增加
為此，以下頻段使用範圍進行調整：
- 根據《無線電設備條例》第十四條第（一）款第（六）項一的規定，FM廣播無線電設備的頻段上限由 95 MHz 提高至 99 MHz。
- 根據《特定無線電設備技術標準符合性認證條例》附表2註3第(6)項，頻段上限由 94.9 MHz 調整為 98.9 MHz。
本修正案自 2025年5月19日（即發布當日）起正式生效。
Japan: Revises Radio Regulations to Expand FM Broadcast Band to 99 MHz
On May 19, 2025, Japan’s Ministry of Internal Affairs and Communications (MIC) announced amendments to the Radio Equipment Regulations and the Regulations on Technical Conformity Certification for Specified Radio Equipment.
These revisions aim to address increasing demand that current FM radio bands cannot fulfill, including:
- Establishing FM relay stations to improve reception in areas with poor AM signal coverage
- Ensuring broadcast continuity during natural disasters
- Supporting the transition from aging AM infrastructure to FM broadcasting
The revisions involve changes to the upper limit of applicable frequency bands:
- Under Article 14, Paragraph (1), Item (6)(i) of the Radio Equipment Regulations, the upper frequency limit for FM broadcast radio equipment will be increased from 95 MHz to 99 MHz.
- Under Note 3, Item (6) of Table 2 of the Technical Conformity Certification Regulations, the upper frequency limit will be raised from 94.9 MHz to 98.9 MHz.
The amendments took effect immediately on the date of publication: May 19, 2025.
