日本Japan：修訂電信終端設備規則，引入臨時網路接入功能

2025年5月29日，日本總務省（MIC）發布《電信終端設備規則》修正案（原為1985年第31號條例）。

此次修訂引入了針對智慧型手機等支援網際網路協定（IP）的行動電話終端的新功能，目的是在緊急情況下，使用者能臨時接入其他電信業者的網路。

修正案針對 IP 行動電話終端設備提出以下技術要求：

• 須具備避免對臨時使用的電信網路產生過大負載的能力
• 須可通知臨時網路其終端狀態
• 須能讓使用者辨識並選擇其終端所連接之臨時網路名稱
• 在僅使用臨時網路的情況下，須可根據該網路基地台所發送的通知資訊進行緊急通話
• 即使通話開頭包含附加服務識別碼，仍應允許在使用常規網路時透過臨時網路撥打緊急電話

該修正案將自 2025年10月1日 起正式實施。

Japan: Revises Telecom Terminal Regulations to Enable Temporary Network Access

On May 29, 2025, Japan’s Ministry of Internal Affairs and Communications (MIC) issued an amendment to the Regulations for Telecommunications Terminal Equipment (originally enacted as Ordinance No. 31 of 1985).

The revision introduces new functions for IP-supported mobile terminal devices, such as smartphones, allowing users to temporarily access other telecom networks in emergency situations.

The amendment sets forth the following technical requirements for IP mobile terminal equipment:

• Must prevent excessive load on the temporarily used telecommunications network
• Must be capable of notifying the temporary network of the terminal’s status
• Must allow users to identify and select the name of the temporary network being accessed
• Must enable emergency calls based on notifications received from base stations of the temporary network, even when no regular network is available
• Must support emergency calling via the temporary network even when using the regular network, and the call begins with an additional service identification number

The amendment will take effect on October 1, 2025.
