越南科學與技術部(MST)於2025年11月13日公告最新法規 Circular 29/2025/TT-BKHCN,該法規將自 2025年12月31日 起正式生效,並取代現行的 Circular 02/2024/TT-BTTTT。此新法規對於ICT產品的符合性認證與聲明要求,做出了以下主要調整:
1. 新增納入強制認證清單產品:
- 工業電腦(HS Code 8471.40.90)正式納入需進行符合性聲明(DoC),若具備無線傳輸功能,亦需取得符合性認證(CoC)。
2. 取消部分標準適用期限:
- 下列 QCVN 技術規範將暫停適用至 2026年12月15日,適用於進口設備與國內檢驗產品:
- QCVN 38:2011/BTTTT
- QCVN 39:2011/BTTTT
- QCVN 26:2011/BTTTT
- QCVN 28:2011/BTTTT
3. 極端環境測試要求調整:
- 自 2025年7月1日起,對多數產品(如適用 QCVN 55:2023/BTTTT)將不再要求進行極端環境下測試,僅需進行一般環境條件下測試。
4. 2G / 2.5G 測試規範更新:
- 地面行動終端設備不再需要針對 2G / 2.5G 頻段進行測試,惟 GSM / EGPRS 技術之基地台與中繼器仍須符合該要求。
5. 管理制度變更:
- 對無線頻譜相關產品,將採「事後查核(Post-check)」取代「事前審查(Pre-check)」,例如 WiFi 6E / WiFi 7 頻段產品,不再需提供廠商頻率符合聲明信。
6. 其他注意事項:
- 飛行器(UAV)與空拍機(Flycam)若使用 5GHz 頻段且發射功率介於 60–200 mW 間,仍須進行符合性認證。
- 運作於 125 kHz / 134.2 kHz 頻率的短距離無線設備將被納入強制認證範圍,但目前無認證機構可處理此頻段,可能導致合規阻礙。
Vietnam: Circular 29/2025/TT-BKHCN Regulatory Announcement
On November 13, 2025, the Ministry of Science and Technology (MST) of Vietnam announced Circular 29/2025/TT-BKHCN, which will officially take effect on December 31, 2025, replacing the current Circular 02/2024/TT-BTTTT. The key regulatory updates are summarized below:
1. New Product Added to Mandatory List:
- Industrial computers (HS Code 8471.40.90) are now subject to mandatory Declaration of Conformity (DoC). If the product includes wireless transmission functions, Conformity Certification (CoC) will also be required.
2. Suspension of Several Technical Standards:
- The following QCVNs will be suspended until December 15, 2026, for both imported goods and domestically inspected products:
- QCVN 38:2011/BTTTT
- QCVN 39:2011/BTTTT
- QCVN 26:2011/BTTTT
- QCVN 28:2011/BTTTT
3. Testing Under Harsh Conditions No Longer Required:
- From July 1, 2025, harsh environmental condition testing will no longer be required for most products, particularly those under QCVN 55:2023/BTTTT. Testing under normal conditions will suffice.
4. Updated Requirements for 2G / 2.5G Testing:
- Land mobile terminal equipment is no longer required to test for 2G / 2.5G. However, base stations and repeaters using GSM or EGPRS technologies must still comply.
5. Shift in Regulatory Oversight:
- A “post-check” approach will replace the traditional “pre-check” for radio spectrum-related products. For example, products using WiFi 6E or WiFi 7 frequencies will no longer need a manufacturer’s frequency compliance letter.
6. Additional Considerations:
- UAVs and Flycams operating in the 5GHz band with transmission power between 60–200 mW still require conformity certification.
- Short-range devices operating at 125 kHz / 134.2 kHz fall under mandatory certification. However, current certifying bodies do not cover these frequencies, which may result in compliance challenges.
