越南Vietnam：自2024年底起停用ICT標誌並全面改用CR標誌

越南資訊與通信部（Ministry of Information and Communications, MIC）已正式發布 第 23/2024/TT-BTTTT 號通告，自 2024 年 12 月 31 日 起停止使用 ICT 符合性標誌。此項變更旨在簡化 ICT 產品的符合性流程。

主要變更如下：

• 標誌更換：所有符合性聲明將以 CR 標誌（依據第 28/2012/TT-BKHCN 號通告）取代 ICT 標誌。
• 取消 CODE 發放：原需申請的符合性代碼將不再核發，所有受管制產品一律使用 CR 標誌。

已使用 ICT 標誌完成認證的產品 無需更新或重新申請。新規僅適用於 新案件及未來的符合性聲明。即日起，所有新申請均須使用 CR 標誌格式。

此外，雖然第 23/2024/TT-BTTTT 號通告已廢除強制性的 ICT 代碼發放機制，但 TQC（電信品質測量中心） 仍提供企業自願註冊服務，可申請帶有名稱與代碼的 ICT 合格標誌。

TQC 進一步說明：

• 為促進主管機關與利害關係人的認可，TQC 在頒發 ICT 與電信產品的自願符合性標誌時，可能會包含 名稱、代碼及產品識別碼。
• 若企業有意申請自願符合性標誌，可向 TQC 提交請求，並提出關於名稱或標誌設計元素的建議。

自願註冊 ICT 符合性標誌，有助於在過渡至 CR 制度期間維持標識上的一致性，並利於企業內部管理、標籤及紀錄保存，類似於 ICT 標誌仍在使用時的情況。

Vietnam: Retires ICT Mark, Adopts CR Mark from December 2024

The Ministry of Information and Communications (MIC) of Vietnam has issued Circular No. 23/2024/TT-BTTTT, announcing that the ICT conformity mark will be officially discontinued as of December 31, 2024. This change aims to simplify conformity procedures for ICT products.

Key changes include:

• Mark replacement: The CR mark (as stipulated in Circular No. 28/2012/TT-BKHCN) will replace the ICT mark for all conformity declarations.
• No more CODE issuance: The previous requirement to apply for a conformity code has been removed. All regulated products will now uniformly use the CR mark.

Products already certified with the ICT mark do not need to be updated or re-certified. The new rules apply only to new cases and future conformity declarations. From now on, all new applications must adopt the CR mark format.

In addition, although Circular No. 23/2024/TT-BTTTT abolishes the mandatory issuance of ICT codes, the Telecommunications Quality Control Center (TQC) will continue to offer voluntary registration of ICT conformity marks that include a name and code.

TQC has clarified that:

• To facilitate recognition by authorities and stakeholders, voluntary conformity marks for ICT and telecom products may include the name, code, and product identifier.
• Companies wishing to obtain a voluntary conformity mark should submit a request to TQC, including any proposals for the NAME or explanatory design elements of the mark.

Voluntary registration of the ICT conformity mark may help companies maintain familiarity during the transition to the CR system, while also supporting internal management, labeling, and record-keeping — much like when the ICT mark was still in use.
