印度India：NCCS 公布 HSE 設備臨時安全證書申請機制

印度國家通訊安全中心（NCCS）於 2025 年 7 月 30 日發布公告，說明高度專業設備（Highly Specialized Equipment, HSE）的安全認證申請流程將採用臨時證書（Provisional Certificate）方式進行。

根據最新政策，印度電信工程中心（TEC）目前尚未核發正式的 ER（Essential Requirements）及 ITSAR（Indian Telecom Security Assurance Requirements）證書。對於 HSE 設備的申請人，可根據下列兩種情境辦理：

• 若設備已持有 ER 臨時證書，可透過 MTCTE 系統升級至 ER + ITSAR 流程，並選擇「provisional certificate」類型進行申請。
• 若設備尚未申請 ER 或 ITSAR，則可透過「ER + ITSAR fresh application」類別直接申請臨時證書。

申請人須同時提交一份符合 ITSAR 的 供應商符合聲明書（SDoC） 作為申請資料的一部分。

所核發的臨時證書有效期為 2 年，或依現有 ER 臨時證書的剩餘效期計算（以較早者為準）。

India: NCCS Announces Provisional Security Certification Process for HSE Devices

On July 30, 2025, the National Center for Communication Security (NCCS) of India issued a notification introducing a provisional security certification pathway for Highly Specialized Equipment (HSE).

According to the latest update, the Telecommunication Engineering Centre (TEC) has not yet issued formal ER (Essential Requirements) or ITSAR (Indian Telecom Security Assurance Requirements) certificates. As a result, applicants of HSE devices may proceed as follows:

• For devices that already have a provisional ER certificate, applicants may upgrade to the ER + ITSAR process through the MTCTE portal and select the “provisional certificate” option.
• For devices applying for both ER and ITSAR for the first time, applicants may submit under the “ER + ITSAR fresh application” category, also selecting the provisional certificate type.

In both cases, applicants must submit a Supplier’s Declaration of Conformity (SDoC) indicating compliance with the applicable ITSAR.

The provisional certificate will remain valid for 2 years, or until the expiry date of the current ER provisional certificate, whichever comes first.
