On 16 March 2023, the Chinese National Certification and Accreditation Administration (CNCA) Commission issued an announcement on lithium-ion batteries and other related products subject to compulsory product certification management. According to this announcement, compulsory product certification is mandatory for power adapters/chargers for terminal products. In the appendix list, there are three product categories namely power supply, mobile power, and lithium-ion cells and packs.

Lithium-ion batteries and battery packs |
A device that relies on lithium electrons to move between the positive and the negative electrode to realize the mutual conversion of chemical energy and electrical energy, and is designed to be rechargeable; Any number of lithium-ion batteries containing protection circuitry are combined to form a ready-to-use assembly. | Lithium-ion batteries and battery packs for portable electronics | Lithium-ion batteries and battery packs for portable electronic products such as portable office products, mobile communication products, and portable audio/video products. |

Enforcement
From 1 August 2023, the designated certification body will begin the CCC certification for newly included products, and perform the application based on the applicable standards listed in the "Compulsory Product Certification Implementation Rules for Information Technology Equipment" and the appendix.
From 1 August 2024, products which have not been certified with CCC certification will not be allowed for either sale, import, or use in other business activities. The list of designated certification bodies and laboratories for newly included products will be announced separately.
The standard GB31241-2022 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products" will be implemented on 1 January 2024.
