China SAMR new standard in force for Lithium Ion Cells and Batteries

China's State Administration for Market Regulation (SAMR) published Standard GB 31241-2022 establishing safety requirements and testing methods for lithium-ion cells and batteries used in portable electronic equipment and replacing existing Standard GB 31241-2014. The new standard came into force on 1 January 2024 and the previous standard GB 31241-2014 is no longer valid.

Products covered include:

1.           portable office products: laptops, PDA, etc.

2.           portable telecommunication products: mobile phone, cordless telephones, Bluetooth headset, walkie-talkie, etc.

3.           portable audio/video products: portable TV, portable DVD player, MP3/MP4 player, camera, video camera, recording pen, etc.

4.           other portable products: GPS, digital photo frame, video game, digital book, etc.

The list provided is not exhaustive. Products that are not listed here may still fall in the scope of this standard.

It should also be noted that there may be additional requirements for lithium-ion cells and batteries used in portable electronic equipment for a special area such as vehicles, boats, airplanes, or for special purposes such as medical, mining, sea-bed operations.
