2/3 of the waste generated per inhabitant in France comes from construction waste, it represents 46Mt/year. It is to reduce these flows and their impact on the environment as well as better valorize these materials that the REP Building Construction Products and Materials sector was set up within the framework of the AGEC law.

Several challenges in this sector must therefore be met with the main objectives:

• Better sorting on construction sites

• Recycle more

• Reincorporate as many materials as possible into the production chain

 

What is PEMD diagnosis?

Decree No. 2021-872 of June 30, 2021 and the implementing order of March 26, 2023 provide the terms of application to meet these objectives. Thus, since July 1, 2023, project owners have been required to carry out a diagnosis relating to the management of products, equipment, materials and waste from buildings. The Products-Equipment-Materials-Waste (Produits-Equipements-Matériaux-Déchets (PEMD) in French) diagnosis is an inventory of all materials leaving the site which aims to encourage the reuse, or, failing that, recycling of these products in order to limit waste production. It must provide the nature, quantity and location. It must provide the nature, quantity and location:

• Materials, construction products and equipment constituting buildings as well as their function;

• Waste potentially generated by these products, materials and equipment

• Residual waste from the use and occupation of buildings

This diagnosis must also provide:

• An estimate of the state of conservation of these products;

• Indications on the possibilities of reuse on the site of the operation, on another site or through reuse channels, in particular local channels;

• An estimate of the nature and quantity of the products, which can be reused;

• In the absence of reuse, information on waste management and recovery sectors,

 

For which construction sites is PEMD mandatory?

This obligation applies to the following demolition or significant renovation operations of buildings:

o Those whose cumulative floor area of all the buildings concerned is greater than 1,000 m2;

o Those concerning at least one building having hosted an agricultural, industrial or commercial activity and having been the site of use, storage, manufacture or distribution of one or more substances classified as dangerous
