EU: REACH Candidate List expands to 181 SVHCs

January 2018- Relevant for: Electrical & electronics, Hardlines, Softlines, Toys & children's products

On 15 January 2018, the European Chemicals Agency (ECHA) published the 18th update of the REACH Candidate List1. Seven new Substances of Very High Concern (SVHCs) were added. Hence, the total number of SVHCs on the Candidate List increases from 174 to 1812. Bisphenol A (BPA) entry was updated to include endocrine disrupting properties which cause probable serious effects to the environment.

Among the nine substances which underwent public consultation during September and October, only eight new substances were proposed for inclusion in the Candidate List. Seven substances were newly included and BPA’s SVHC properties were revised. BPA was identified as a SVHC and included in Candidate List on 12 January 2017 with the “toxic for reproduction” property. In addition, it was updated with endocrine disrupting property which causes adverse effects to human health on 7 July 2017. Now the BPA entry was updated by including the endocrine disrupting property which causes adverse effects on the environment.

Out of the eight new proposed substances, only seven substances were included in the Candidate List, as all of them were judged to fulfil the SVHC criteria. The substance which was not included in the Candidate List is Tricobalt tetraoxide containing ≥ 0.1% w/w nickel oxides, because the dossier submitter withdrew their dossier.

Table A below lists the SVHCs newly included in the 18th update of Candidate List.
