EU: CENELEC updates electric toys safety standard EN IEC 62115 to 2020 version

MARCH 2020 – RELEVANT FOR: ELECTRICAL AND ELECTRONICS, TOYS AND CHILDREN'S PRODUCTS

On 21 February 2020, the European Committee for Electrotechnical Standardization (CENELEC) published the standard EN IEC 62115:2020, together with its amendment A11:20201

Citation in the Official Journal of the European Union (OJEU) is expected; the standard would then be able to provide presumption of conformity to the EU Toy Safety Directive 2009/48/EC.

Highlights of the changes, compared to previously existing standard EN 62115:2005+A12:2015, are summarised below:

  • It has been indicated in the scope that electric toys taking power from any source, such as batteries, transformers, solar cells and inductive connections are covered by the standard;
  • New examples of products that are not within the scope have been added:
    • blowers for inflatable activity toys (such as blowers for bouncy castles);
    • electric decorative robots;
    • personal protective equipment including swimming goggles, sunglasses and other eye protectors as well as bicycle and skateboard helmets;
  • New warnings have been introduced for toys using button batteries or coin batteries and ride-on toys;
  • New clauses and/or tests have been introduced for new electric toys, including toys used in/with water or liquid, toys with USB connection, toys placed above a child (e.g. cot mobiles) and toys connecting to other equipment such as computers and consoles;
  • Annex E has been modified to cover toys incorporating optical radiation sources with additional requirements and procedures for light emitting toys (especially LEDs);
  • An informative Annex I about measurement methods for toys with an integrated field source generating EMF has been introduced;
  • Annex J has been added to elaborate the safety requirements for the remote control system designated for electric ride-on toys;
  • Modifications have been made in the clause general conditions for tests, criteria for reduced testing, construction requirements for accessibility of batteries, etc.
