KOREA: Electrical appliances and consumer products safety control act enforcement rules amendment on safety control of energy storage systems regulation no. 351, 2019

NOVEMBER 2019 - RELEVANT FOR: ELECTRICAL AND ELECTRONICS

The Korean Ministry of Trade, Industry and Energy (MOTIE) issued an amendment to the Electrical Appliances and Consumer Products Safety Control Act Enforcement Rules on 21 October 2019. The amendment is mainly to prevent Energy Storage Systems (ESS) fire accidents. The key changes of the amendment are as follows:

• expand the product scope to cover products below 1,500 volts of power converter for electric storage device and lithium secondary battery system,
• classify lithium secondary battery under the scheme of safety certification; power converter and lithium secondary battery system under the scheme of safety verification,
• expand power converter capacity range of safety control for electric storage device to 2MW or less,
• add synthetic resin products to household items which shall be compliance with safety standards.

The amendment was in force since 21 October 2019.
