Taiwan: Amendment order on testing, applicable standards for luminaires energy conservation labelling program requirements

On 23 August 2019, Taiwanese Bureau of Energy published an order to amend the Energy Conservation Labelling Program Requirements for Luminaires.

The main changes in this amendment are about ceiling/wall reflection coefficients to 0.5; testing methods for light distribution, colour temperature. It requires to comply to the following additional Taiwanese national standards:

• CNS 16027 G5/G13 on Double-capped LED lamps – Performance requirements
• CNS 15630 on Self-ballasted LED lamps for general lighting services with supply voltages > 50 V – Performance requirements
• CIE TN 006:2016 on Visual Aspects of Time – Modulated Lighting Systems (led flicker testing)
• CNS 62931 GX16t-5 on Capped Tubular LED lamp – Safety specifications
• CNS 15592 on Photobiological safety of lamps and lamp systems
• CNS 15983 G5/G13 on Double-capped integrated LED lamps – Safety specifications

In addition, this amendment requires to indicate in the product catalogue, the rated power, total luminous flux, colour rendering index, colour temperature, luminous efficiency, power factor index, photobiological safety, flicker index, and percentage of flicker of the product.

This amendment will be in force on 1 September 2020.
