    Regulatory agency

    Certification and Accreditation Administration of the People’s Republic of China (CNCA)

    Regulations

    • Any product covered by the CCC catalogue of products should acquire the CCC Mark as a form of compulsory certification which includes CCC certificate, CCC SDoC.

    EMC:

    • EMC compliance is required for the above, where applicable.

    Guidelines 

    CCC Certification procedure:

    • Submit an application with supporting materials to an authorised CB.
    • Type testing in CNCA accredited laboratories.
    • Initial factory inspection.
    • Obtain CCC Certificate approval and affix the label on the product.

    CCC SDoC procedure:

    • Submit an application with supporting materials.
    • Type testing in optional laboratory or designated laboratory based on product catergory.
    • Applicant sign CCC SDoC if test result is positive.
    • Applicant register SDoC online and affix the label on the product.

  • Energy Efficiency

    The China Energy Label Center (CELC)

    Regulations

    • Minimum Energy Performance Standards (MEPS) are required for many products.
    • Mandatory labelling is required for certain products.
    • Manufacturers need to register compliance online with the China Energy Label Website.
    • Testing must be performed by recognised accredited test laboratories.
    • The Chinese National Development and Reform Commission (NDRC), Chinese Administration for Quality Supervision, Inspection and Quarantine (AQSIQ) and Chinese Ministry of Industry and Information Technology (MITT) jointly issued a notice setting out the implementation rules for five products under the “Leader” Energy Efficiency Program on December 2017. Approved products can be marked as “Leader” products. This programme is implemented on a voluntary basis.

    Guidelines

    • Manufacturers need to submit essential documentation and test reports to obtain approval.
    • Registered products will be listed on the website.

  • Environmental

    Regulatory agency

    Ministry of Industry and Information Technology

    Regulations

    • China RoHS 2 covers electrical and electronic products.
    • The order restricts the use of the following six hazardous substances in electrical equipment namely:
    1. Lead and its compounds
    2. Mercury and its compounds
    3. Cadmium and its compounds
    4. Hexavalent chromium compounds
    5. Polybrominated biphenyls (PBB)
    6. Polybrominated diphenyl ethers (PBDE).
    • Suppliers of electrical and electronic equipment can use the China RoHS 2 Conformity Assessment Public Service Platform to declare the use of hazardous substances in their products. The platform can be found at here.

    Guidelines

    Companies may choose either of the following methods to complete the conformity assessment:

    • Voluntary Certification: Company may choose third party certification institution to certify the products as compliant with standards and technical on restricted use of hazardous chemicals.
    • Company Self-declaration: The suppliers (manufacturers, or delegated agency) may conduct self evaluation to prove compliance with standards and technical requirements on restricted use of hazardous chemicals.

    Companies choosing voluntary certification to complete conformity assessment may use Label 1 as conformity label while companies choosing self-declaration may use Label 2.

  • Telecom

    Regulatory agency

    Ministry of Industry and Information Technology (MIIT)

    Regulations

    • Network Access License (NAL) approval is mandatory for all telecommunications equipment covered by the NAL product categories announced by MIIT.
    • Testing must be conducted in MIIT designated laboratories in China.
    • MIIT’s NAL Certification Centre is the only authorised certification organisation.
    • Each type of approved product will be issued a Network Access Identifier (NAI) with the certification number.
    • Products must be marked with the NAL label.

    Guidelines

    NAL* approval procedure:

    • Submit an application.
    • Get the product tested by MIIT accredited test laboratories.
    • Go through a quality audit.
    • Obtain an approval certificate.
    • Label products appropriately.
    • * Since some telecommunication products are subject to both NAL approval and CCC certification, applicants are advised to apply for the NAL approval first before CCC certification, to avoid repeat testing, as some parts of the NAL test results may be used for CCC certification.

    The scope of China NAL approval includes 3 categories of equipment:

    • Internet Equipment
    • Radio Telecom Terminal Equipment
    • Telecom Terminal Equipment

  • Wireless

    Regulatory agency

    Ministry of Industry and Information Technology of the People’s Republic of China (MIIT)

    Regulations

    • SRRC (State Radio Regulatory Commission of the People’s Republic of China) Certification is compulsory for all products with modular radio.
    • SRRC is the only designated certification organisation for Radio type approval, and the SRRC will assign test to its recognised testing laboratory for the testing.
    • No formal mark is required apart from a CMIIT ID that must appear on products or labels.

    Guidelines

    Radio type* approval procedure: 

    • Submit an application.
    • Test the product locally at SRMC.
    • Review of test report.
    • Obtain an approval certificate from SRRC.
    • * It should be noted that some radio emission products not only fall into the production scope of radio type approval but also that of CCC certification and/or Network Access License (NAL) approval.

    Applicable product categories

    In principle, all radio emission equipment whose frequencies are above 9kHz require radio equipment type approval in China. To determine if a particular product is subject to the above regulations, please contact us.
