Regulations

• Risk based classification of equipment into 3 levels (Level 3 = High risk, Level 2 = Medium risk and Level 1 = Low risk) with different requirements for each level.
• Level 3 certificates are Certificates of Conformity (CoC)
• Level 1 and 2 certificates are Certificates of Suitability (CoS)
• Must certify to Equipment Safety Rules and AS/NZS 4417.2
• All Level 1, 2, or 3 electrical equipment must be marked with the RCM and should be placed in accordance with AS/NZS 4417.1 

Guidelines

 A Responsible Supplier, who must be a legally identifiable Australian or New Zealand entity holding an Australian Business Number (ABN), or a New Zealand Inland Revenue Department (IRD) number, is required to register the Level 2 and Level 3 electrical equipment on the National Database.

Test Reports should be:

• Accredited reports with ILAC
• CB reports accompanied by a CB certificate 

Applicable product categories

• There are 64 classes of electrical items classified as declared articles. Examples include dishwashers, hairdryers, room heaters and sewing machines.

REGULATIONS

The RLN recognises three compliance levels:

• Compliance level 1 (low-risk device)
• Compliance level 2 (medium-risk device)
• Compliance level 3 (high-risk device).

Testing of radiocommunications products:

• Compliance level 2/medium-risk — testing can be conducted by any testing body or in-house test facility
• Compliance level 3/high-risk — testing must be conducted by an accredited testing body.

Labelling:

• The RLN requires a supplier of specified radiocommunications products to apply a compliance label to a product to indicate whether the product complies with mandatory technical standards.

GUIDELINES

1. Identify the applicable labelling notice
2. Identify the applicable technical standards and the testing requirements
3. Demonstrate product compliance
4. Complete a Declaration of Conformity (DoC) and maintain compliance records
5. Register as a “responsible supplier”
6. Label the product

• Low- and medium-risk device — testing can be conducted by any testing body or in-house test facility
• High-risk device — testing must be conducted by an accredited testing body.

Labelling:

• The EMC LN requires a supplier of products (other than low-risk devices) subject to the EMC regulatory arrangements to apply a compliance label to a product before it can be supplied to the Australian market. Labelling of low-risk devices is optional.

3. Demonstrate product compliance
4. Complete a Declaration of Conformity (DoC) and maintain compliance records
5. Register as a “responsible supplier”

Regulations

The TLN recognises two risk levels:

• Non-high-risk (non-compliance may have adverse consequences)
• High-risk (non-compliance may have serious adverse consequences

Each risk level specifies the evidence a supplier must obtain to demonstrate the product complies with the applicable ACMA technical standard.

Testing of telecommunications products:

• Non-high risk – testing can be conducted by any testing body or in-house test facility
• High-risk – testing must be conducted by an accredited testing body/recognised testing authority (RTA).

A compliance label can be in the form of the RCM or a QR code.
