中國China：CQC 修訂移動電源與鋰離子電池強制性產品認證實施規則

中國質量認證中心（CQC）於 2025 年 8 月 12 日 公告，指出 2025 年 7 月 28 日 發布的《移動電源、鋰離子電池及電池組強制性產品認證實施規則》（CNCA-C09-02:2025）已自 2025 年 8 月 15 日 起正式施行，原《電子產品及安全附件實施規則》（CNCA-C09-01:2023）不再適用於上述產品。

同時，CQC 依據新規則頒布新版實施細則 CQC-C0902-2025《移動電源、鋰離子電池及電池組強制性產品認證實施細則（試行）》，取代原 CQC-C0901-2023。主要修訂內容包括：

1. 明確生產企業關鍵製程的要求
2. 證模式調整為「型式試驗 + 首次工廠檢查 + 獲證後監督」
3. 修訂 OEM/ODM 的相關規定
4. 修改生產企業分類原則
5. 型式試驗樣品須由 CQC 或授權實驗室直接於生產現場抽樣，不再由企業自行送樣
6. 抽樣與測試過程須全程錄影，且試驗後樣品需妥善保存以備查驗
7. 刪除「允許使用生產企業自有測試資源」的條款
8. 調整獲證後監督的頻率與內容
9. 增加生產現場抽樣檢測的要求
10. 更新關鍵零部件與材料清單

依舊版規則簽發且仍有效的 CCC 證書可繼續使用，轉換至新版細則可於換證時自然完成，或在產品變更、標準更新時一併辦理。

China: CQC Revises Implementation Rules for CCC Certification of Mobile Power Supplies and Lithium-Ion Batteries

On August 12, 2025, the China Quality Certification Centre (CQC) announced that the Implementation Rules for Compulsory Product Certification of Mobile Power Supplies, Lithium-Ion Batteries, and Battery Packs (CNCA-C09-02:2025), originally issued on July 28, 2025, have officially come into effect as of August 15, 2025. The previous Implementation Rules for Electronic Products and Safety Accessories (CNCA-C09-01:2023) are no longer applicable to these products.

At the same time, CQC released the new detailed implementation rules CQC-C0902-2025 “Implementation Rules for CCC Certification of Mobile Power Supplies, Lithium-Ion Batteries, and Battery Packs (Trial)”, which replace the former CQC-C0901-2023. The main revisions include:

1. Clear requirements for key manufacturing processes
2. Adjustment of the certification model to “type testing + initial factory inspection + post-certification supervision”
3. Revisions to OEM/ODM provisions
4. Modifications to enterprise classification principles
5. Type test samples must be directly collected on-site by CQC or authorized laboratories, instead of being submitted by enterprises
6. Mandatory full video recording of sampling and testing processes, with tested samples to be properly retained for verification
7. Removal of provisions allowing the use of manufacturers’ own testing resources
8. Adjustments to the frequency and content of post-certification supervision
9. Additional requirements for on-site sample testing
10. Updates to the list of key components and materials.

CCC certificates previously issued under the old rules and still valid may continue to be used. Conversion to the new implementation rules can be completed during certificate renewal, or when product changes or standard updates occur.
