USA Vermont: proposed addition to chemicals of high concern in children’s products

Vermont Department of Health proposed a rule amendment1 to add 20 chemicals into the Chemicals of High Concern in Children’s Products (CHCC) list, increasing the list to 86 chemicals, and any chemical added for a specific function, which degrades to or releases a CHCC.

The information to be disclosed was further elaborated. Originally, only the brand name and product model were mentioned. These may be replaced by a Universal Product Code (UPC) and product description followed by Global Standard One (GS1) recommendations.

The timeline for future reporting years and deadlines were provided as well:
For products sold between 1st January 2017 to 31st August 2018, the reporting deadline was 31st August 2018. While for product sold between 1st September 2018 to 31st August 2020, the reporting deadline will be 31st August 2020. Future reporting deadlines will continue biennially.

The amendment is now going through a public comment period and a public hearing2 will be held on 1st February 2019 in Burlington.

  13. Bis (2-ethylhexyl) tetrabromophthalate
  14. Bis (chloromethyl) propane-1,3-diyl tetrakis-(2-chloroethyl) bis (phosphate)
  15. Isopropylated triphenyl phosphate
  16. Decabromodiphenyl ethane
  17. Short-chain chlorinated paraffins; Chlorinated paraffins
  18. 2-ethylhexyl-2,3,4,5-tetrabromobenzoate
  19. Lead
  20. Di-(2-methoxyethyl) phthalate
