USA: The toxics in packaging clearinghouse updates sample certificate of compliance

APRIL 2020 – RELEVANT FOR: ELECTRICAL AND ELECTRONICS, HARDLINES, SOFTLINES, TOYS AND CHILDREN'S PRODUCTS

The U.S. Toxics in Packaging Clearinghouse (TPCH)1 updated their Sample Certificate of Compliance document2, a new paragraph has been added to declare that the chemical alternatives contained would not create a hazard as great or greater than the hazard created by the regulated chemicals.

A copy of the Certificate of Compliance should be kept on file by the manufacturer or supplier of the package or packaging component. State agencies and the public may request a copy of the document.

The Model Toxics in Packaging Legislation3 was developed in 1989 to reduce the amount of four heavy metals in packaging and packaging components sold or distributed throughout the states. The Toxics in Packaging Clearinghouse (TPCH) maintains the Model Toxics in Packaging Legislation and coordinates implementation of state legislation.

To date, nineteen U.S. states have toxics in packaging requirements based on the Model Legislation.

Last update of the Sample Certificate of Compliance document was in 2017.
