소비자 제품 2022년 REACH 및 POP 규정에 관한 주요 시행 프로젝트의 초점이 될 예정

REACH 규정 시행의 일부는 유럽 화학 물질청(ECHA) 내 집행 포럼에서 조정하는 EU 전체의 REACH 시행 프로젝트(REF)를 통해 수행됩니다.  올해 7월 초 ECHA는 제10차 REACH 시행 프로젝트(REF-10)¹가 여러 규제를 준수해야 하는 제품에 초점을 맞출 것이라고 발표했습니다.  대부분의 대상 제품은 REACH 규정의 정의 부분에서 품목으로 간주되는 소비자 제품이 될 것입니다.

REF-10은 REACH 및 잔류성 유기 오염물질(POP) 규정에 따라 사용이 제한되는 유해 화학물질을 다룰 것입니다. 대상 물질의 정확한 목록은 내년에 결정되지만 프탈레이트 또는 PFOS가 포함될 가능성도 있으며 구체적인 재료 유형에는 고무, 플라스틱 및 섬유가 포함될 것입니다.

품목들에 제한 물질이 존재하는지 여부 외에도, REF-10은 공급망 내 관련자들이 지켜야 하는 품목 내 고위험 우려 물질(SVHC)은 해당 정보 전달 의무도 다룰 것입니다.

이 시행 프로젝트 계획은 2021년에 마련될 예정이며, 2022년에 검사가 실시되고 2023년 말에 보고서가 나올 것으로 예상됩니다.

July 2020 – RELEVANT FOR: ELECTRICAL AND ELECTRONICS, HARDLINES, SOFTLINES, TOYS AND CHILDREN'S PRODUCTS

Part of the enforcement of the REACH Regulation is carried out through EU-wide REACH Enforcement Projects (REF) that are coordinated by the Enforcement Forum within the European Chemicals Agency (ECHA).  In early July this year, the ECHA announced that its tenth REACH enforcement project (REF-10)¹ will focus on products that need to comply with multiple pieces of regulations.  The target products will be mostly consumer products that are considered as articles within the definition of the REACH Regulation.

REF-10 will cover selected hazardous chemical substances that are restricted under the REACH and Persistent Organic Pollutants (POPs) regulations. The exact list of target substances will be decided next year, but could potentially include phthalates or PFOS, and the specific types of materials will include rubber, plastic and textiles.

In addition to the presence of restricted substances in articles, REF-10 will also cover the communication duty of information on substances of very high concern (SVHC) in articles carried out by actors along the supply chain.

This enforcement project will be prepared in 2021, with inspections conducted in 2022 and the report expected at the end of 2023.
