Steps of Conformity Assessment Process

Step 1: Importer Registration 

  • Registering Importer information in the SABER portal
  • Assigning contact officers 

Step 2: Adding Products

  • Adding product information in the SABER portal as well as the product photos 
  • Products are classified to Regulated or Non-regulated based on HS Code. 

Step 3: Product Certification of Conformity (PCOC) Request and Issuance  

  • For regulated products, the importer proceeds to request with the SASO certification bodies to issue a Product Certificate. 
  • Once specified, a list of SASO Certification Bodies notified for the same Technical Regulation is presented. The importer must select the Certification Body for issuing the Product Certificate. 
  • Certification Body does contact the importer to arrange the activities required for Conformity Assessment 
  • For type 3 product, TÜV SÜD Middle East will conduct a factory audit to confirm the compliance as per the technical regulation.  
  • Upon meeting compliance, Product Certification of Conformity is issued. 
  • If the product obtained an equivalent certificate, Product Certification of Conformity is still required. 

Step 4: Shipment Certificate of Conformity Request and Issuance  

  • Shipment Certificate of Conformity shall be issued for each shipment of both regulated and non-regulated products. 
  • For regulated products, only those products are obtained Product Certificate of Conformity are available to be added for Shipment Certificate. 
  • Importers need to add details of each product included in the shipment such as quantity as well as the details of the invoice and barcode.  
  • For regulated items in the invoice, SABER will send the request to the certification body who issued the Product Certificate of Conformity to perform conformity assurance activities for regulated items in the invoice. 
  • Certification Body will check the compliance of the product and will issue the Shipment Certificate of Conformity.
