尼日Niger：ARCEP頒布更嚴格型式認證規定

2025年10月8日，尼日電子通訊與郵政監管局（ARCEP）發布了第000011/ARCEP/CNRCEP/25號決議，針對型式認證申請規範提出更嚴格的要求，包括提交流程、產品測試以及當地代理制度。

主要變更與新規定如下：

• 強制實體標籤要求：
  • 經核准的設備需加貼實體標籤，內容需與ARCEP簽發的認證證書完全一致。雖未強制規定標籤格式，但標籤須明確顯示以下資訊：
  1. 認證編號與日期
  2. 型號
  3. 批次號或序號
  4. 製造商或供應商資訊
• 樣品要求：
  • 所有欲在尼日銷售的終端設備，皆須提供實體樣品。ARCEP將對樣品進行額外測試，費用由申請人承擔。
• 當地公司要求：
  • 型式認證申請必須由尼日當地註冊公司提交
• 需親自遞交文件：
  • 所有申請文件必須親自送達ARCEP辦公室
• 證書效期與更新：
  • 型式認證證書效期為三年。如設備未經修改，可於到期前兩個月內提出證書展延申請
    上述規定即日起生效。

Niger: ARCEP Implements Stricter Type Approval Regulations

On October 8, 2025, the Electronic Communications and Postal Regulatory Authority of Niger (ARCEP) issued Decision No. 000011/ARCEP/CNRCEP/25, outlining stricter rules for type approval applications, including more rigorous submission procedures, product testing, and local representation requirements.

Key Changes and New Requirements:

• Mandatory Marking:
  • All approved equipment must be physically marked with information exactly matching the ARCEP-issued certificate. While ARCEP does not impose a specific label format, it must clearly show:
  1. Approval number and date
  2. Model name
  3. Batch or serial number
  4. Manufacturer or supplier details
• Sample Requirement:
  • Physical samples are now required for all terminal equipment intended for the Niger market. These samples will undergo additional testing by ARCEP, with costs borne by the applicant.
• Local Company Requirement:
  • Type approval applications must be submitted by a locally registered company in Niger.
• Physical Submission:
  • All project documentation must be submitted in person at ARCEP’s offices.
• Certificate Validity and Renewal:
  • Type approval certificates are valid for three years. Renewal can be requested up to two months before expiration, provided no modifications have been made to the equipment.

These changes are effective immediately.
