蒲隆地Burundi：ARCT實施ICT設備型式認證與進口新規定

蒲隆地電信監管機構 ARCT（Agence de Régulation et de Contrôle des Télécommunications）已正式實施 2025年4月17日頒布的第580/01號政府法令，該法令針對連接公共網路之無線電與終端設備的管理進行規範。

新法令強化了 ARCT 對於境內通訊與資訊科技（ICT）設備之製造、銷售、進口與分銷流程的監管責任，並明確要求所有設備需貼附 ARCT與海關標籤。該標籤制度目前已正式實施，並由 ARCT 與蒲隆地稅務局（Office Burundais des Recettes, OBR）及蒲隆地標準局（Bureau Burundais de Normalisation, BBN）共同執行。

此外，ARCT於2025年6月26日針對無線電與終端設備的販售商、進口商與使用者發布官方通知，明確列出以下強制性規範：

• 所有設備須在進口、銷售或分銷前，取得ARCT核發之型式認證（Type Approval）；
• 進口貨物需事前取得ARCT核發之進口授權；
• 銷售商須持有ARCT核發之銷售憑證方可營業；
• 凡非製造商（如經銷商、終端用戶）代表申請設備型式認證者，須先取得ARCT授權文件。

請特別注意，未依規定作業者將面臨處罰或其他執法處分

Burundi: ARCT Implements New Requirements for Type Approval and Importation of ICT Equipment

The Agence de Régulation et de Contrôle des Télécommunications (ARCT) of Burundi has officially implemented Ministerial Order No. 580/01, issued on April 17, 2025, governing the management of radio equipment and terminal devices connected to public networks.

This regulation enhances ARCT’s oversight of the manufacturing, sale, importation, and distribution of telecommunications and ICT equipment within Burundi. Notably, all such equipment is now required to bear ARCT and customs service labels. The labeling process is currently being carried out by ARCT in coordination with the Office Burundais des Recettes (OBR) and the Bureau Burundais de Normalisation (BBN).

In addition, on June 26, 2025, ARCT issued an official communication to sellers, importers, and users of radio and terminal equipment, outlining the following mandatory compliance requirements:

• ARCT type approval must be obtained prior to importation, sale, or distribution of any applicable equipment;
• Import shipments must be authorized in advance by ARCT;
• Sales certificates must be issued by ARCT to vendors;
• Entities applying for type approval on behalf of manufacturers or end users must first secure official authorization from ARCT.

Please note that non-compliance with these requirements may result in sanctions or enforcement actions.
