蒲隆地Burundi：強化ICT設備型式認證規定
蒲隆地電信管理局（ARCT）於2025年4月17日頒布新的政府法令，對進口、銷售和使用無線電及電信終端設備的型式認證程序進行重大更新。
主要更新內容如下：
- 全面型式認證要求： 所有無線電與電信終端設備（不論進口或本地製造），在連接公共網路或上市前，必須取得ARCT核發的型式認證。
- 申請所需文件： 技術文件、國際標準的符合性證明（如ITU、ETSI、IEEE）、認證實驗室測試報告，以及非製造商需提供合法授權書。
- 國家設備登記：所有設備須在ARCT的國家設備登記系統，並取得合法經營證書。
- 打擊假冒設備：ARCT執行設備身份驗證系統，並加強市場抽查，以遏止假冒及未經授權產品流通。
- 電信業者責任：行動網路營運商需建置設備識別系統，阻擋非法設備接入，並主動通知用戶設備的合法性狀況。
- 違規處罰：違反法規者將面臨最高500萬布隆迪法郎罰款，且違規設備可能被沒收。
此法規自發布日起即正式生效。
Burundi: Strengthens Type Approval Regulations for ICT Equipment
The Telecommunications Regulatory Authority of Burundi (Agence de Régulation et de Contrôle des Télécommunications, ARCT) published a new government decree on April 17, 2025, significantly updating the type approval procedures for the import, sale, and use of radio and telecommunications terminal equipment.
The main updates are as follows：
- Mandatory Type Approval: All radio and telecom terminal equipment, whether imported or locally manufactured, must obtain ARCT type approval before being connected to public networks or placed on the market.
- Application Requirements: Technical documentation, proof of compliance with international standards (such as ITU, ETSI, IEEE), accredited laboratory test reports, and a valid authorization letter if the applicant is not the manufacturer.
- National Equipment Registration: All approved devices must be registered in ARCT’s national equipment registry and must obtain a certificate of legality.
- Combating Counterfeit Devices: ARCT will implement equipment identity verification systems and conduct regular market inspections to prevent the distribution of counterfeit and unauthorized products.
- Obligations for Network Operators: Mobile network operators must deploy equipment identity systems, block unauthorized devices from accessing the network, and notify users of the legal status of their devices.
- Penalties: Non-compliance may result in fines of up to BIF 5 million and confiscation of non-compliant equipment.
This regulation has been officially in effect since the date of issuance.
