EAEU: The technical regulation on domestic refrigeration appliances, Resolution 190045, 2019 approved

FEBRUARY 2020 – RELEVANT FOR: ELECTRICAL & ELECTRONICS

To guarantee the safety for consumers and environment, Resolution 190045, 2019 defines the requirements for the commercialisation of domestic and imported household refrigeration appliances. The regulated product category includes:

  • Refrigerators with or without frost;
  • Refrigerators with or without a low temperature compartment and, with or without compartment cooling;
  • Refrigerator-freezers; and,
  • Freezers with or without frost.

While items such as cabinets, chests, countertops and other similar items used for preserving and exhibiting products which require appliance to cool or freeze are excluded from scope.

Product requirements:

  • Products must in compliance with technical requirements and test methods mentioned in this regulation;
  • Products must in compliance with requirements about the resistance to corrosion of metal parts and components stipulated by ISO standard 10289 and test methods stipulated by ISO standard 9227;
  • The function of thermal insulation of products must be reliable and sustainable. Appliances produced with a foaming agent should not contain Chlorofluorocarbons (CFC), Hydrochlorofluorocarbons (HCFC) nor Hydrofluorocarbons (HFC). Insulating materials should avoid the potential of shrinkage and transformation under extreme moisture accumulation conditions;
  • Cooling fluids must not contain CFCs, HCFCs or HFCs;
  • Refrigeration appliances must carry the ability to work under both climate classes ST (Subtropical: + 16 ° C to + 38 ° C) and T (Tropical: + 16 ° C to + 43 ° C)and keep the storage temperatures required in the different compartments for each climate class simultaneously.

Marking and Labelling Requirements

The essential information on the marking or labelling is:

  • Model;
  • Serial number and / or date of manufacture;
  • Total gross volume (m2 or L);
  • Class symbol (ST or T) and / or its meaning;
  • Designation and mass in grams of the refrigerant;
  • All information related to the energy consumption, including those established by safety regulations (voltage in V, power in W or kW and frequency in Hz);
  • Freezing capacity (kg), if applicable;
  • Energy consumption (kWh / year);
  • Country of origin;
  • Brand or commercial name.
  • Name or business name and tax identification (RUC) of the manufacturer or importer.

Demonstrating conformity with Ecuadorian technical regulations, through applying Mutual Recognition Agreements, Trade Facilitation Agreements or any other legal instrument that Ecuador has signed with any country as well as been ratified, should be verified by fulfilling the provisions specified in these agreements.

A certificate of conformity (CoC) issued by an accredited certification body should be applied to demonstrate the compliance before placing related product within scope on the market.

Current technical regulation will replace RTE INEN 009,2005 once finalized and enter force 6 months once published in the Official Register.
