EU: CEN publishes EN 71-1:2014+A1:2018

july 2018- Relevant for: toy's and children's products

On 27 June 2018, the new toy standard EN 71-1:2014+A1:20181 Mechanical and physical properties was published by the European Committee for Standardization (CEN). The Members of the CEN have begun to adopt the new standard and publish their own national version no later than 31 December 2018. The new standard will become the harmonised standard to give presumption of conformity to the Toy Safety Directive once it’s published in the Official Journal of the European Union (OJEU). Previously, there were total three draft amendments developed for EN 71-1:2014. CEN decided merging them to one publication eventually. The changes to the new standard include but not limit to the scope expansion to add certain flying toys, updates for the definition of arrow, leading part, and the requirement revisions for cords, drawstrings, projectiles. Highlights of the changes are summarized in Table 1

 Highlights of the changes


  • Added reference to EN 14682 Safety requirements of cords and drawstrings on children's clothing. The toy disguise costumes shall comply with applicable requirements in EN 14682 with exception of cords that can be separated from the toy disguise costume when tested using a force of 25N.  
  • Revised the requirements for cords under clause 5.4:
    •  Separately provided specific requirements for toys for children under 18 months and for children from 18 months to 36 months;
    •  Updated requirements including warning for toys intended to be attached to a cradle, cot or perambulator;
    •  Added new requirements for sledges with cords for pulling.
  •  Projectiles

  • Added new definition and requirements for leading parts. Leading part refers to the area of the projectile or flying toy, such as edges or protrusions, which would be expected to make contact with the eyeball in the event of launching towards the eye.
  • Introduced the principle of using kinetic energy density in assessing projectiles with stored energy impact resistance.
  • Added new requirements for improvised projectiles, toy catapults and projectiles propelled by an elastic band and certain projectiles without stored energy.
  • Updated test methods to add:
    • A new tension test for projectiles with suction cups;
    • A new wall impact test for projectiles;
    • A new test for the determination of projectile range.
  • Newly regulated certain flying toys in the standard. It specifies requirements for rotors and propellers and certain remote controlled flying toys with exception of propellers that normally rotate in the vertical plane, such as a propeller on an aeroplane.
  •  Others

  • Revised the test methods and test loads for toy scooter.
  • Provided clarification of requirements for stoppers on inflatable and aquatic toys.
  • Modified the requirements for toys intended to bear the mass of a child.
  • Made various other changes and clarified certain requirements.
