Successful release of an assessment report for interlocking system

Together with TÜV SÜD Certification and Testing Co., Ltd. in Beijing, TÜV SÜD Rail was appointed as independent safety assessor for the GKI-33e All Electronic Computer Based Interlocking System of Hefei Gocom Information & Technology Co., Ltd. The project could be successfully finalized and the assessment report was handed over personally to the Chinese delegation of Hefei Gocom in Munich.

Successful release of an assessment report for interlocking SystemTogether with TÜV SÜD Certification and Testing Co., Ltd. in Beijing, TÜV SÜD Rail was appointed as independent safety assessor for the GKI-33e All Electronic Computer Based Interlocking System (further called CBI), a generic application system of Hefei Gocom Information & Technology Co., Ltd. Successfully TÜV SÜD could issue a certificate to Hefei Gocom that their safety related automation systems fulfilled the requirements of the EN 50126, EN 50128 and EN 50129 standards in accordance to Safety Integrity Level (SIL) 4. For Hefei Gocom it was the first time dealing with the requirements of the EN standards.

The general objective of the assessment report was to summarize the results of the assessment of the generic application system against standards EN 50126, EN 50128 and EN 50129. Thereby the hard- and software of the GKI-33e CBI were assessed. The GKI-33e CBI is a railway interlocking system, which shall be developed for national railway and metro. It communicates with several indoor systems and exchanges with several outdoor systems by input or output signals. Outdoors systems thereby include signal lamps, switch machines, 50Hz track circuits, 64D, liaison circuits and crossing controller equipment.

The assessment thereby was divided into 3 phases: concept phase, design phase and acceptance.  It was evaluated, whether the set-up development process fulfils the requirements of the aspired SIL level. In the further assessment phases the suitability of the verification-steps and the validation were assessed and whether the system under assessment is suitable for the intended applications. Especially checked or assessed was, whether suitable procedures were selected in each lifecycle phase (according to E50126). Beside these theoretical steps of assessment, the use of the intended test- and analysis methods as well as verification and validation procedures and quality assurance measures were checked with two audits at the manufacturer’s premises.

Due to the good collaboration with Hefei Gocom the completeness of the audits was reached and documented successfully in time.

The assessment report, which was set up according to the lifecycle model of EN 50126, was handed over personally to Hefei Gocom on June 30, 2016 in the TÜV SÜD headquarter in Munich. Beside several experts of Hefei Gocom also Mr. Wei Zhen -Chairman of the board/President, and Mr. Liu Chu -Vice President of Hefei Gocom participated at the ceremony.  Mr. Klaus Bosch - CEO of TÜV SÜD Rail, Günter Greil -Business Line Manager Rail Automation as well as the functional safety experts Peter Weiß and Dong Jiayi welcomed the delegation from China. During the certificate handover in Munich, Hefei Gocom expressed again its high level of satisfaction regarding the cooperation with TÜV SÜD Rail and the smooth project management performed by the multidisciplinary experts. Especially they highlighted the professional support and efforts performed by TÜV SÜD in Germany and China within the project as a result of an effective and open international cooperation between the TÜV SÜD colleagues. Thus, also existing challenges, like language barriers, have been successfully overcome and a local contact person for Hefei Gocom could be provided.
