china: establishment of new network access permit labels, announcement no. 79, 2023

On 29 June 2023, the Chinese Ministry of Industry and Information Technology (MIIT) published an announcement to establish and promote the new network access permit labels. The announcement is to provide telecommunication equipment manufacturers the new network access permit labels which will gradually replace the original label. 

The new network access permit labels include the license logo, permit words, equipment model, and digital code. Manufacturers should submit an application for the new network access permit label by the following methods: 

• For new equipment, the manufacturer shall clarify the design and use plan of the new network access permit labels in the product introduction section of the application; 

• For equipment already been granted the previous license, the manufacturer would submit its design and use plan to the Ministry. Review leadtime is 3 working days.

Manufacturers can adopt one or more of the following methods to use the new network access label according to the characteristics of the product:

(1) Electronic display. Set and present new network access permit label in the operating system or management software of the telecommunications equipment.

(2) Physical printing. On the outer body, nameplate or packaging of telecommunications equipment, the new network access permit label is printed by means of printing, inkjet painting, molding or etching.

(3) Label sticker. On the outer body, nameplate or packaging of telecommunication equipment, a label with the new network access logo is pasted and printed.

(4) Other circumstances that meet the requirements.

In addition, the manufacturer shall ensure that the new label is marked in a conspicuous manner and the manufacturer can either print the label in colour or black and white style. The product shall be marked with the Chinese phrase "the product has been approved for network access". The manufacturer shall provide the location of where the label is attached in the product manual or on the official website. After that, the manufacturer shall submit all information to the Ministry including the name, code, model number and other information of the product with the new network access permit labels. 

The announcement enters into force on 1 July 2023. Manufacturers may apply for the new network access permit label during the period of 1 July till 31 December 2023. However, the original paper label is also valid until its expiration date or until 31 December 2023. 

An example of the label is attached in Annex. It also specifies the application process for manufacturers to apply for the new access network permit labels. The new label consists of 21 alphanumeric characters code with the first 6 digits as the model number and the last 15 digits generated by the Ministry. This code is the unique identification code for the permit label of the equipment.
