菲律賓Philippines：DTI 線上商品強制註冊制度正式生效

2025年5月8日，菲律賓貿易及工業部（DTI）發布第 25-05 號通告，正式實施《2025 年行政命令（DAO）25-02》的補充協議與流程指南。DAO 25-02:2025 的主要目的，是透過對線上商家與電子零售商（包括線上市集）進行強制性註冊，以加強線上商品安全合規性的管理。

此命令訂立了具體的註冊制度，並簡化了申請流程。申請人需將申請表及其他所需文件一併提交至菲律賓標準局（BPS）。經 BPS 審核通過後，將核發「註冊證書（COR）」，以證明商品符合相關監管要求。

註冊制度將依據消費品類型分階段實施：

• 2025年5月30日起：家用電器、消費性電子產品、照明與配線設備、鋼鐵製品、塑膠管材與陶瓷製品、水泥及其他建材類商品。
• 2025年6月30日起：化學產品、汽車相關產品及其他一般消費品。

此通告自發布之日，即2025年5月8日起生效。

Philippines: DTI’s Mandatory Online Product Registration Now in Effect

On May 8, 2025, the Department of Trade and Industry (DTI) of the Philippines issued Notice No. 25-05 to implement the Supplemental Agreement and Process Guidelines under Department Administrative Order (DAO) 25-02:2025. The primary goal of DAO 25-02:2025 is to ensure compliance with product safety regulations by requiring mandatory registration for online sellers and e-retailers, including online marketplaces.

The order outlines a specific registration system and simplifies the application process. Applicants must submit the application form and all required documents to the Bureau of Philippine Standards (BPS). Upon successful evaluation, BPS will issue a Certificate of Registration (COR) to confirm the products meet regulatory requirements.

The registration process will be rolled out in phases based on product categories:

• Effective May 30, 2025: Household appliances, consumer electronics, lighting and wiring devices, steel products, plastic piping and ceramic items, cement, and other construction materials.
• Effective June 30, 2025: Chemical products, automotive-related products, and other general consumer goods.

This notice takes effect immediately upon its issuance on May 8, 2025.
