On 26 December 2022, China Cybersecurity Review Technology and Certification Center (CCRC) published the Implementation Rules CCRC-C09-01: 2022 on the Compulsory Certification of Information Technology Equipment.

The implementing rules apply to the equipment that are connected directly or indirectly to a power supply over 36V (DC or AC rms value). In chapter 3, the rules specify the safety standards and electromagnetic compatibility standards that the equipment needs to comply with. The certification is issued based on those standards. 

Chapter 6 sets out the procedure on how to apply for certification, including the necessary materials and documentation.  Chapter 7 specifies the type testing protocol, sampling requirement, test items, test result evaluation, completion test reports and issuance of the certification.

According to Chapter 8, the authorities have surveillance and tracking obligations after issuing the certificate. Chapter 9 indicates the validity of the certificate is 5 years.  In case of any changes happen to the products, the certificate holder must submit modification application of such changes and ensure that the certified products are consistent with the type test report. In case of any non-conformity findings, the certificate can be cancelled.

CCC certification mark requirement is indicated in Chapter 10. In case of printed mark, it must be affixed to the certified product. If use of printed or moulded mark, it must be printed or moulded on the nameplate or on the product body in a conspicuous manner. Products manufactured overseas must be certified and affixed with the certification marks before importation. Products manufactured domestically must be certified and affixed with the certification marks before leaving the factory. 

There are 4 Annex attached to the rules. In Annex 2 provides the principles for the family model classification for each product. Annex 3 provides a list of critical components, their applicable standards and sampling requirement. Annex 4 clarifies the factory inspection rules.

The implementation rules enter into force on 1 August 2023.
