  • Electrical Safety

    Regulatory agency 

    • Eurasian Economic Commission

    Regulations

    • Technical regulations of the Customs Union "On safety of low-voltage equipment" (TP TC 004/2011) came into force on 15 February 2013.
    • EA Customs Union (EAC) Approval is a singular harmonised Approval Certificate for EMC and/or Safety for certain products. It covers all member states in the union.
    • The product must be marked with the EAC Mark.
    • There are 2 methods of conformity assessment for electrical products: Certification (CoC) and declaration (DoC). The validity is up to 5 years.

    Guidelines

    • A local representative is required for DoC.
    • Conformity Assessment includes:
    • Submission of application, test reports and essential documentation.
    • Factory inspection report.
    • Quality Management System certification (where applicable).
    • The EAC mark should be shown on the product label.

    • Products with nominal voltage of 50 to 1000 AC and 75 to 1500 DC require CU approval.

  • Energy Efficiency

    Regulatory agency

    • Ministry of Energy of the Republic of Belarus

    Regulations

    • Energy Efficiency requirements are mandatory in Belarus depending on the product categories. This is regulated by the Resolution of the Council of Ministers of Republic of Belarus No.: 849 dated 21 October 2016.
    • Conformity approval (Belarus Certificate/Declaration) in accordance with Belarus Energy Efficiency requirements which is issued by an accredited Belarus Certification Body is compulsory.

    Guidelines

    • A registration certificate will be issued upon submission of a satisfactory registration dossier.

    From 1 July 2018:

     

    • Air conditioners with power rate up to 12 kW

  • Medical Devices

    Regulatory agencies

    • Ministry of Health of the Republic of Belarus, Department of Medical equipment, logistical support and construction
    • Center for Examinations and Tests in Health Service Republican Unitary Enterprise

    Regulations

    • Approval of medical products is mandatory.
    • Resolution No. 1269 from 2 September 2008 includes requirements for registration/renewal of registration.
    • Resolution No. 1324 from 16 January 2014 includes requirements for classification.
    • Resolution No. 41 form 15 April 2009 includes requirements of documentation.
    • Medical products in Belarus are divided into four risk classes (I, Ila, Ilb and III) based on risk level.

    Guidelines

    • The registration certificate can be issued with the name of the manufacturer or local representative.
    • A registration certificate will be issued upon submission of a satisfactory registration dossier.

  • Telecom and Wireless

    Regulatory agency

    • The Ministry of Communications and Informatisation of the Republic of Belarus

    Regulations

    • Radio/Telecom requirements are mandatory in Belarus depending on the product category. This is regulated by the Resolution of the Council of Ministers of Republic of Belarus No.: 849 dated 21 October 2016.
    • Conformity approval (Belarus Certificate/Declaration) in accordance with Belarus Telecom requirements which is issued by an accredited Belarus Certification Body is compulsory.

    Guidelines

    • The certification process includes submission of an application, product testing in an accredited test laboratory in Belarus, submission of test report and essential documents. Upon successful approval by the authority, a certification will be issued.
    • Factory inspection must be held by the Belarus Notified Certification Body (NCB) experts for the purpose of Belarus Certificate.

    • Telecommunication devices functioning as data transmitting systems
    • Telecommunication devices functioning as digital transport systems
    • Telecommunication devices functioning as switching and service management systems
    • Telecommunication devices functioning as digital TV-radio signals generator, encoder, decoder, multiplexer, converter, transmitter and receiver

    List of products which need the Declaration of Conformity:

    • Broadband wireless access equipment, including radio modules incorporated in other equipment
    • Communications electronics
    • Document electric communication terminals (DECT), including those incorporated in any other equipment, fax machines, fax boards
    • End-user terminals for mobile cell systems including radio modules incorporated in other equipment
    • Radio equipment of DECT standard, including radio modules incorporated in other devices
    • Signal converters for data transfer via switched channels and unswitched signalling channels, including those incorporated in any other equipment, modems, fax-modems
    • Subscription stations
    • Telecommunication devices functioning as digital transport systems
    • Telecommunication devices functioning as switching and service management systems
    • Telecommunication devices used for subscriber access networking
    • Telephone receivers of all types, coin telephones and other appliances, which can be connected to subscriber loops, and functioning via dialling number and transmitting and receiving voice messages

    Regulations

    • The technical regulation of the EAEU "On the safety of machines and equipment" (TR 010/2011) came into force from 15 February 2013. The validity is up to 5 years.
    • The technical regulation of the EAEU “On the safety of machines operating on gaseous fuel” (TR 016/2011) came into force from 15 February 2013. The validity is up to 5 years.
    • The technical regulation of the EAEU “On safety of high pressure equipment” (TR 032/2013) came into force from 1 February 2014. The validity is up to 5 years.
    • The technical regulation of the EAEU “On the safety of equipment for work in dangerously explosive atmospheres” (TR 012/2011) comes into force from 15 February 2013. The validity is up to 5 years.

    Guidelines

    • TR 010/2011, TR 016/2011, TR 032/2013:
    • In serial production, the factory should be visited by the expert of the certification body.
    • Tests are carried out in testing laboratory accredited by the EAEU. It is possible to conduct the tests on site in presence of the testing laboratory’s expert.
    • The applicant should be an organisation registered on the territory of the EAEU.
    • TR 012/2011:
    • An identification criterion of equipment intended for use in explosive atmospheres and Ex-components is the availability of means providing their explosion protection as specified in the manufacturer’s technical documentation, and the explosion-proof marking affixed on the equipment and the Ex-component.

    • Equipment for ventilation and dust retaining
    • Garage equipment for motor vehicles and trailers
    • Household wood working equipment
    • Load lifting machines, load lifting cranes
    • Machines for livestock, poultry farming and feed-processing
    • Mechanised construction and assembly instruments

    The equipment for work in dangerously explosive atmospheres must comply with the TP TC 012/2011.
