Brazil: Updates conformity assessment requirements for refrigerators - Portaria No. 278/2025

On May 19, 2025, Brazil’s National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) issued Portaria No. 278, amending Portaria No. 332/2021, which defines the conformity assessment requirements for refrigerators and similar appliances.
Main Changes:
1. Introduction of Articles 13-A and 13-B
- The amendment adds Articles 13-A and 13-B, allowing, on a temporary basis until December 31, 2025, manufacturers to conduct initial energy performance tests (for energy classification and consumption) using their own national in-house laboratories.
- This is permitted only if the in-house lab's reliability is verified through a bilateral comparison with an accredited domestic laboratory.
2. Permissible Testing Conditions
- Testing may be carried out at ambient temperatures of 16 °C or 32 °C, in accordance with IEC 62552-3:2020, excluding the load processing phase.
- Test results obtained by manufacturers must be submitted to an accredited lab for independent verification and comparison.
3. Exemption for Discontinued Models
- Refrigerator models that are discontinued on or before December 31, 2025, are not required to undergo maintenance testing during the year 2025.
4. Continuation of Production and Testing Validity
- For models that remain in production or continue to be imported after that date, test reports produced under the new procedures will be valid for 2025 maintenance or renewal evaluations, as outlined in Portaria No. 500/2024.
This amendment took effect on May 19, 2025.
