On 23 June 2021, the European Chemical Agency (ECHA) launched the 1st public consultation1 on the proposal2 to restrict 1,6,7,8,9,14,15,16,17,17,18,18-dodecachloropentacyclo [12.2.1.16,9.02,13.05,10] octadeca-7,15-diene (Dechlorane Plus) [covering any of its individual anti and syn-isomers or any combination thereof], under REACH Annex XVII.
Dechlorane Plus is a synthetic substance mainly used as a flame retardant in adhesive/sealants and polymers and extreme pressure additives in grease. Its application can be found in motor vehicles, aircraft, electrical and electronic equipment. It was identified as a Substance of Very High Concern (SVHC) and included into the Candidate List in 2018 because of its very persistent and very bio-accumulative(vPvB) properties. Due to its vPvB properties, Dechlorane Plus may cause severe and irreversible adverse effects on the environment and human health. Based on the available information, Norway submitted a proposal to restrict the manufacture, use and placing on the market of Dechlorane Plus under REACH Annex XVII.
The public consultation will end on 3 January 2022, but early comments received by 28 July 2021 will help with the first discussion on this proposal in September 2021.
