USA: CPSC issues direct final rule for the safety standard for carriages and strollers

NOVEMBER 2021 - CHILDREN'S PRODUCTS

On 18 Nov 2021, the Consumer Product Safety Commission (CPSC) issued a new direct final rule1 updating the mandatory safety standard for carriages and strollers to incorporate by reference ASTM's 2021 version of the voluntary standard: ASTM F8332. The rule is effective on 15 February 2022, unless CPSC receives a significant adverse comment by 20 December 2021.

On 17 August 2021, ASTM F833-19 was updated to ASTM F833-21. Most changes were editorial with the exception of section 6.1 Parking Brake Requirements, where two additional requirements were added: 6.1.3.1 and 6.1.3.2.

The revisions to ASTM F833-21 will not require any significant changes in the way that third-party conformity assessment bodies test carriages and strollers. Therefore, the Commission considers existing CPSC-accepted testing laboratories that have demonstrated competence for testing in accordance with ASTM F833-19 will have the competence to test in accordance with the revised standard ASTM F833-21 as well.
