WHAT IS SUSTAINABILITY-AS-A-SERVICE PROGRAMME?

As part of the Enterprise Sustainability Programme (ESP), the Sustainability-as-a-Service (SaaS) programme by TÜV SÜD PSB helps businesses capture new opportunities in the green economy. This sustainability programme will support local companies in meeting customer and regulatory requirements through an online self-assessment, training, and certification approach. It will help raise awareness of new concepts and drive standards to fulfil their sustainability roadmap. 

WHAT ARE THE BENEFITS OF THE SAAS PROGRAMME?

  • Eligible companies can adopt standards through sustainability training and certification with 70% funding of qualified costs under the Enterprise Sustainability Programme (ESP)
  • Enhance competitive edge and meet requirements from customers and regulators
  • Demonstrate commitment to Sustainable Development in alignment to UN's Sustainability Development Goals – Audit certificate will be printed with the respective Sustainability Development Goal(s) contributed
  • Improve internal processes and efficiency and promote accountability to the organisation’s management system
  • Be trained and audited by TÜV SÜD, a leading and internationally recognised Testing, Inspection and Certification (TIC) organisation

Businesses can apply directly with TÜV SÜD PSB for any of the following standards, under our SaaS sustainable development programme:

3 STEPS TO ADOPT STANDARDS WITH THE SUSTAINABILITY PROGRAMME

The SaaS programme will equip organisations to kickstart their sustainability journey in adopting standards through 3 steps: 1) Online self-assessment2) Training3) Certification.

  • Online self-assessment – Fundamental Step

    The applicant will go through a set of online self-assessment questions to understand their current management system performance and gain insights on the gaps to achieve the certification.

    This is a prerequisite before the applicant moves to the next steps, Training and Certification.

    There will be no consultancy or advisory service provided in the online self-assessment.

  • Training

    To address the gaps identified from the Digital Gap Analysis, participants will undergo the training programme, introducing them to the principles, requirements and practices of the selected management system standard. Participants will learn how they can contribute to the continuous improvement of the management system. The training programme comprises of: 

    • Awareness training: A foundational course where participants get an understanding of the certification scheme, and how to interpret it clause by clause. (Pre-requisite)
    • Implementer training: Participants will be equipped with knowledge on the implementation process and the PDCA cycle in planning, improvement and performance monitoring.
    • Internal auditor training: Participants will be equipped with the skill set to perform an internal audit on an annual basis and learn how to fulfil part of the standard requirement.

    Applicants may choose to attend the training programme in their preferred training format:

    • Blended Learning:
      • Awareness e-learning course
      • Implementer instructor-led course
      • Internal Auditor instructor-led course
    • Instructor-led Training:
      • Awareness instructor-led course
      • Implementer instructor-led course
      • Internal Auditor instructor-led course
  • Certification

    After building the necessary capabilities, a pre-certification audit will be conducted onsite by an auditor prior to the actual certification audit. 

    • The pre-certification audit will validate your management system implementation against the standards requirements, identify gaps, and areas of improvement. Any gaps identified at this stage will have to be rectified before the actual certification audit commences.
    • The actual certification audit will involve an auditor to assess every single requirement in ensuring effective implementation of the standard and continuous improvement.

 

The Enterprise Sustainability Programme (ESP) supports Singapore businesses on sustainability initiatives and to capture new opportunities in the green economy. As part of the ESP, TÜV SÜD PSB launched the SaaS Programme, supported by Enterprise Singapore, to help enterprises adopt sustainability standards. 

Eligible companies can be granted 70% funding of qualified costs under the SaaS Programme. Funding will be capped at one-time training programme (comprising awareness, implementer and internal auditor training) for 1 participant and one-time certification fee. There will be no funding provided for re-certification/ training for >1 participant and additional services rendered by TÜV SÜD PSB.

WHO CAN APPLY?

  • Be a business entity registered and operating in Singapore
  • Have a minimum of 30% local shareholding
  • A first-time applicant of the certified standard
  • Applicant needs to successfully achieve certification and complete all stages of the programme.

Applicant is liable to full payment if found ineligible

    1. What is the Sustainability-as-a-Service Programme (SaaS)?
      The Sustainability-as-a-Service programme will support local companies in meeting customer and regulatory requirements through an online self-assessment gap analysis, training, and certification approach. It will help raise awareness of new concepts and drive standards to fulfil their sustainability roadmap.

    2. How can I apply for SaaS Programme?
      Companies may apply to TÜV SÜD directly for the SaaS.

    3. How long does it take to complete the SaaS Programme?
      Most projects undertaken by companies should be completed within 12 months upon successful application. Successful applicants are advised to keep the project timeline to a reasonable duration to ensure the outcomes remain relevant in a rapidly changing economic environment. The following graphic provides a good guidance on the recommended programme timeline.

    4. Are consultancy services covered under the Sustainability-as-a-Service Programme?
      No, any services relating to consultancy will not be covered under the SaaS programme. Companies may apply for SaaS for public training and certification services, and consider engaging consultancy services separately outside of the programme.

    5. How will TÜV SÜD PSB help me in achieving certification?
      The programme will provide you with a set of online self-assessment questions (Online self-assessment) to understand your current management system performance, as well as a public training programme introducing you to the principles, requirements and practices of your selected management system standard.

      There will be no consultancy and advisory services provided by TÜV SÜD PSB. Any services relating to consultancy will not be covered under the SaaS programme.

    6. Is consultancy service covered under the Sustainability-as-a-Service programme?
      No, any services relating to consultancy will not be covered under the SaaS programme. Companies may apply for SaaS and consider engaging consultancy services separately outside of the sustainability programme, or apply directly with Enterprise Singapore for the Enterprise Development Grant (EDG). EDG applications are subject to approval on a case-by-case basis. 

    7. What is the eligibility criteria to enjoy the subsidy from Enterprise Singapore?
      • Be registered and operating in Singapore
      • Have a minimum of 30% local shareholding
      • A first-time applicant of the certified standard
      • Applicant needs to successfully achieve certification and complete all stages of the programme

      Funding will be capped at one-time training programme (comprising awareness, implementer and internal auditor training) for 1 participant and one-time certification fee. There will be no funding provided for re-certification/ training for >1 participant and additional services rendered by TÜV SÜD PSB.

      All applications and supporting documents will be submitted to Enterprise Singapore through TÜV SÜD PSB for final assessment and review. Only applications that fulfil ESG’s eligibility criteria will be successful.

      Those who prefer to engage a different training/ certification body or engage consultancy firms to support standards adoption, you may apply directly with Enterprise Singapore for the Enterprise Development Grant (EDG) for funding support. Enterprise Singapore will assess your applications. Please refer to Enterprise Singapore website for more information.

    8. What information would I require to submit to enjoy the subsidy by Enterprise Singapore?
      i. Latest ACRA search or instant information (dated no earlier than six months from date of project application). If there are corporate shareholders, please provide the information for the corporate parents as well.
      ii. Completed Declaration Form
      iii. Completed Standard Questionnaire

      All applications and supporting documents will be submitted to Enterprise Singapore through TÜV SÜD PSB for final assessment and review. Only applications that fulfil ESG’s funding eligibility criteria will be successful.

    10. I have been awarded EDG funding to adopt a standard. Am I still eligible for the SaaS?
      The standard for which you have been awarded EDG funding should not be the same standard you are applying for under the SaaS. Businesses must be first-time applicants of the certified standard in addition to the other criteria stated in FAQ 3.
