Regulations

• The Electricity Act 1992 requires all electrical products to be of a high quality and standard, so that their construction and maintenance meet the safety requirements within the Electricity (Safety) Regulations 2010.
• Supplier declared equipment and general electrical equipment that is listed in AS/NZS 4417.2, will be required to be supported by recognised test reports listed in AS/NZS 4417.2 and AS/NZS 4417.3, for both safety and EMC, before the legal use of the RCM can be applied for.
• Certain products are listed as high risk and medium risk. These require an approval and/or a Supplier Declaration of Conformity (SDoC) before being offered for sale or sold, offered for supply or supplied.
• Compliance with recognised safety standards (normally NZS or AS/NZS), is necessary for a product to be recognised as being safe. These can be in the form of test reports from recognised testing laboratories.

Guidelines

1. Identify the applicable labelling notice

2. Identify the applicable technical standards and the testing requirements

3. Demonstrate product compliance

4. Complete a Supplier Declaration of Conformity (SDoC) and maintain compliance records

5. Register as a “responsible supplier”

6. Label the product

Regulatory agency

Energy Efficiency and Conservation Authority (EECA)

Regulations 

• New Zealand’s energy efficiency programs are closely linked to those of Australia.
• Under the Equipment Energy Efficiency programme (E3), the Regulations cover products for home, commercial and industrial use. E3 develops 2 measures - MEPS(Minimum Energy Performance Standards) and MEPL(Mandatory Energy Performance Labelling).
• The mandatory Star Rating Label Scheme is required for certain products.

Guidelines

• Registration applications must be made in the format as prescribed in the applicable New Zealand Standard.
• Test procedures, comparative labelling and MEPS requirements are mostly contained in joint Australian and New Zealand standards.

Ministry of Economic Development

Regulations

• A Telepermit indicates that a product may be connected to the Telecom New Zealand network. 
• Testing should be performed by a Recognised Testing Authority according to Permit to Connect (PTC) specifications.
• Applications should be submitted to Telecom New Zealand’s Access Standards Team.
• Upon being granted with Telepermit, manufacturers are required to label products appropriately.

Guidelines

• A local representative is required.

Certification procedure:

• Submission of application, test report and essential documents.
• Assessment.
• Grant of Telepermit.

Ministry of Economic Development, Radio Spectrum Management (RSM)

Regulations

• Joint Australia and New Zealand standards (AS/NZS) and international standards (IEC-CISPR, ETS, EN, & FCC), are adopted in New Zealand where possible
• EMC products and some radio products harmonised with Australia.
• Make an informed decision about the level of evidence showing compliance with the applicable standard. A test report or manufacturer’s specification to support your declaration that the product meets a relevant standard mandated by Radio Spectrum Management (RSM), or A test report from an accredited laboratory (which may be in NZ or overseas) is required for level of conformity 3 products.
• Products that are radio transmitters of level of conformity A1, A2 or A3, the compliance label is: R-NZ
• Supplier should register in the database of ERAC (Electrical Regulatory Authorities Council).

5. Complete the supplier documentation

6. Apply for a Responsible Supplier Number

7. Label the product
