USA: CPSC updates mandatory standard for bedside sleepers

On 9 May 2023, the Consumer Product Safety Commission (CPSC) updated1 the mandatory standard for bedside sleepers codified in 16 CFR Part 1222 to incorporate by reference ASTM’s 2023 version of the voluntary standard for bedside sleepers with modifications. The rule will become effective on 5 August 2023, provided there are no significant objections within the 30-day comment period. 

The new revision of the mandatory standard adopts the ASTM F2906-232 standard with modifications, which updates the height requirements for side rails adjacent to an adult bed. This is to ensure that newer designs of bedside sleepers that convert from a bassinet3 into a bedside sleeper comply with safety standards.  
 
All bedside sleepers must comply with the ASTM F2906-23 standard, except for sections 2.1, 5.1, 5.6, 7.1, and 8.1. In these sections, the following text should be replaced: 
 
"F2194 Consumer Safety Specification for Bassinets and Cradles" with "16 CFR part 1218 Safety Standard for Bassinets and Cradles" 

"Consumer Specification F2194" with "16 CFR Part 1218 Safety Standard for Bassinets and Cradles" 

Since the CPSC promulgated its January 2014 final rule for bedside sleepers, which incorporated by reference ASTM F2906-13 with modifications, ASTM has renewed the 2013 version in 2019 without any changes and published a revision in 2022. However, CPSC was not notified of these revisions until the most recent version, ASTM F2906-23.  

The CPSC believes that the new standard will help to make bedside sleepers safer for infants. However, the agency also urges parents to use caution when using bedside sleepers. Parents should always follow the manufacturer's instructions, and they should never leave an infant unattended in a bedside sleeper.
