Providing independent technical assurance

Technical Peer Reviews are a well-defined review process for finding and resolving defects with a technical analysis or process. Conducted by a team of peers, including technical specialists, the people undertaking the Technical Peer Review must be independent of the production of the analysis or process.

What is Technical Peer Review?

Peer review is the evaluation of work by one or more people with similar competences to the producers of the work. Its purpose is to check and confirm the validity of the outcomes of the work and to highlight deficiencies or inadequacies.

Why is Technical Peer Review Important?

Health and safety regulatory bodies place a duty of care upon employers to protect the health, safety and welfare of employees and members of the public from harm, so far as is reasonably practicable or achievable. As such, all processes which present any potential risk of harm to people or the environment must be assessed and that risk determined and documented. The Technical Peer Review is an essential part of the analysis, providing scrutiny and challenge of the whole process to ensure confidence in the ultimate conclusions of the work. All aspects of the work should be scrutinised, including: the broad strategy; the underlying assumptions; the methods used; the accuracy of data; the manipulation of data; the designation of protective measures; and the determination of safe working arrangements.

Technical Peer Review can also be performed where a particular piece of analysis underpins a key scientific or technological development.

Specific technical specialists need to be deployed to undertake Technical Peer Review. The depth and breadth of the review must be commensurate with the potential risk of harm that implementation of the process could present.
