EU: European Commission Updates Citations of Standards for Toys

JUNE 2021 - TOYS AND CHILDREN'S PRODUCTS

On 31 May 2021, the European Commission published new references of standards under Toy Safety Directive 2009/48/EC. This Decision EU 2021/8671, was issued in the Official Journal of the European Union (OJEU), it updates the toy standards EN 71-7, EN 71-12 and EN IEC 62115 to the latest versions and provides the transitional period for the current harmonised standards. The current harmonised standards will be superseded from the date of withdrawal, and the new ones will start to give presumption of conformity with the requirements in the Toy Directive.

The updated harmonised standards are summarised below:

Standard title NEW harmonised standard Superseded standard Date of withdrawal
Safety of toys - Part 7: Finger paints - Requirements and test methods
EN 71-7:2014+A3:2020
EN 71-7:2014+A2:2018

EN 62115:2005/A11:2012/AC:2013

EN 62115:2005/A11:2012

EN 62115:2005/A12:2015

EN 62115:2005/A2:2011/AC:2011

EN 62115:2005/A2:2011

IEC 62115:2003/A2:2010 (Modified)
21 February 2022

It is noticeable that the limit values for N-Nitrosamines and N-nitrosatable substance given in the EN 71-12:2016 are lower than those set in the Toy Directive, the Commission has published an explanatory note to follow the test method in the standard with the exemption for the lower limit values.

N-nitrosamines
Substance
Standard EN 71-12:2016 Toy Directive 2009/48/EC
N-nitrosamines 0.01 mg/kg
0.05 mg/kg
N-nitrosatable

1 mg/kg
EN 71-12:2016 includes a deviation for German limit values for the migration process for toys made of natural or synthetic rubber designed for children up to 36 months and intended or likely to be mouthed. Germany legislation2 requires 24 hours migration rather than 4 hours as specified in EN 71-12:2016 or EN 71-12:2013.
